What Is Indonesia's Game Rating System and How Does It Work?

TEMPO.CO, Jakarta - Ministry of Communication and Digital (Komdigi) has officially launched the Indonesia Game Rating System (IGRS), a national initiative to help parents and gamers identify age-appropriate games.

This makes Indonesia a pioneer in Southeast Asia, introducing a classification system grounded in local values and cultural wisdom.

"The implementation of IGRS is carried out to protect the gaming industry, while at the same time protecting gamers, especially children," said Minister of Communication and Digital Meutya Hafid in a written statement.

Protecting Children in the Digital Space

The launch is part of broader government efforts to regulate digital content and safeguard children, in line with Government Regulation Number 17 of 2025 on the Governance of Electronic Systems in Child Protection (PP TUNAS).

The system aims to shield children from exposure to content that is not suitable for their age.

A Long-Term Initiative

IGRS has been in development since 2016 through Minister of Communication and Information Regulation Number 11 of 2016, which first outlined interactive game classification.

The initiative was strengthened by Presidential Regulation Number 19 of 2024, accelerating the national game industry, and Ministerial Regulation Number 2 of 2024, which formalized game classification procedures.

All games, both domestic and international, are categorized into five age groups: 3+, 7+, 13+, 15+, and 18+.

"Parents can feel more at ease because game developers will clearly indicate the suitable age for playing each game," Meutya explained, emphasizing the importance of healthy digital consumption for children.

What Game Ratings Cover

The system evaluates games based on content categories, including exposure to cigarettes, alcohol, narcotics, and other addictive substances.

Ratings also consider depictions of violence, blood, sexual content, gambling simulations, horror, and online interactions.

Some games are classified as unrated if they contain pornography, gambling, or violate Indonesian law.

Current Registration Status

Despite IGRS being in place, game and publisher registration remains limited. Tempo’s check of igrs.id shows only 12 registered games and 6 registered publishers, a small share of Indonesia’s growing gaming market.

By introducing IGRS, the government aims to balance the growth of the gaming industry with child protection, showing that Indonesia’s digital progress is not just about technology, but also about ensuring a safe, responsible, and age-appropriate gaming environment for its youth.
