TEMPO.CO, Jakarta - Indonesia's Corruption Eradication Commission (KPK) arrested Deputy Minister of Manpower Immanuel Ebenezer in a sting operation (OTT) on Thursday, August 21, 2025. The arrest is reportedly linked to alleged extortion in the certification process for occupational safety and health (OSH).
Ebenezer’s arrest adds to the growing list of ministers and deputy ministers implicated in corruption cases. Here’s a look at some of the notable ministers and deputy ministers previously implicated:
1. Johnny G. Plate – Former Minister of Communication and Information
Johnny G. Plate is a suspect in the corruption case involving the construction of Base Transceiver Station (BTS) projects. The Head of the Financial and Development Supervisory Agency (BPKP), Muhammad Yusuf Ateh, stated that the state suffered losses of Rp8 trillion due to alleged corruption in the BTS Bakti Kominfo project.
Alongside Plate, six other suspects have been named, including Anang Achmad Latif, CEO of the Telecommunication and Information Accessibility Agency (Bakti), and five individuals from private entities.
2. Juliari Batubara – Former Minister of Social Affairs
Before being named a suspect, KPK conducted an OTT operation against officials of the Ministry of Social Affairs on December 4–5, 2020. On the early morning of December 6, 2020, Juliari Batubara was formally designated as a suspect.
He was implicated in alleged corruption of social assistance (bansos) during the Covid-19 pandemic in Jabodetabek. KPK stated that officials responsible for budgeting in the Bansos Program allegedly received gifts from government procurement vendors.
3. Andi Alifian Malarangeng – Former Minister of Youth and Sports
Andi Alifian Malarangeng was named a suspect in the Hambalang project case on December 6, 2012. He faced charges under Article 2 paragraph 1 or Article 3 of the Anti-Corruption Law alongside Article 55 of the Criminal Procedure Code.
The former presidential spokesperson for Susilo Bambang Yudhoyono was accused of abusing power in a project worth Rp2.5 trillion, causing the state an estimated loss of around Rp400 billion.
4. Edhy Prabowo – Former Minister of Maritime Affairs and Fisheries (KKP)
Edhy Prabowo was implicated in a corruption case involving lobster seed export permits in 2020. KPK arrested him after his return from the United States on November 25, 2020.
In June 2020, the Ministry granted export permits to 31 companies, all limited liability, partnership, or trading businesses. By November, the Business Competition Supervisory Commission (KPPU) detected allegations of a monopoly in lobster seed exports. Edhy was found to have received Rp24.6 billion and USD 77,000 to expedite the permit process.
5. Suryadharma Ali – Former Minister of Religious Affairs
Suryadharma Ali was sentenced to six years in prison and fined Rp300 million, or an additional three months in confinement, for corruption during the 2010–2013 hajj implementation.
KPK prosecutors stated that Suryadharma mismanaged the organization of hajj operations, including the appointment of officials, boarding arrangements, and use of remaining hajj quotas. He was also believed to have misappropriated Rp1.8 billion of ministry operational funds.
