TEMPO.CO, Jakarta - A video of Russian President Vladimir Putin allegedly issuing a threat to Israel and rejecting a so-called “Board of Peace” initiated by the United States has circulated on X [archive] and Facebook. The purported threat is said to have come after Putin recently met with Palestinian President Mahmoud Abbas in Moscow.
The 52-second video is a compilation of several clips from the meeting between Putin and Abbas. The narrator claims that the Palestinian president raised allegations of Israeli atrocities with Russia following what was described as a genocide that killed 260,000 Palestinians in Gaza. Putin is also said to have urged the United States not to establish a “Board of Peace” or Gaza Peace Council.

The question is, did Putin truly issue such a threat to Israel and reject the so-called Board of Peace?
FACT CHECK
Tempo verified the claims in the circulating content using Google reverse image search and by consulting credible sources. The findings show that although a meeting between President Vladimir Putin and Mahmoud Abbas did take place on January 22, 2026, the video being shared actually originates from a different event.
Furthermore, there is no evidence that Putin threatened Israel or rejected the Board of Peace. On the contrary, reports indicate that Putin intended to inject US$1 billion, equivalent to Rp16.8 trillion, into the Peace Council initiative proposed by US President Donald Trump.

The opening segment of the video is identical to a clip uploaded by the YouTube channel @chiwonki5official on May 18, 2025, titled Putin's Photo Moment with Chechen Special Forces.
Further verification based on reports from Euronews and the official website Kremlin.ru shows that the event depicted in the footage took place when President Vladimir Putin visited the Russian Special Forces University in Chechnya, located in Gudermes, on August 20, 2024.
Gudermes serves as a training ground for volunteer soldiers before they are deployed to Ukraine.

Putin pledged an allocation of US$1 billion, approximately Rp16.8 trillion, through the Board of Peace to support the Palestinian people and assist in the recovery of the Gaza Strip. Diplomatically, he proposed that the funds be drawn from Russian state assets that had been frozen by the United States government during a previous period. He stated that he had discussed the option of utilizing the seized assets with authorities in Washington.
Meanwhile, President Mahmoud Abbas outlined the humanitarian tragedy in the Gaza Strip, which he said had resulted in 260,000 people killed and injured. Abbas emphasized that his people would continue to defend their homeland and firmly reject any attempts at displacement by Israel or the United States.
