TEMPO.CO, Jakarta - A video claiming that a University of Indonesia (UI) student is urging the Indonesian House of Representatives (DPR RI) to investigate the National Human Rights Commission (Komnas HAM) has circulated on Facebook [archive], TikTok, and YouTube. In the video, the student accuses Komnas HAM of frequently siding with armed criminal groups and the Free Papua Movement (OPM), which they call enemies of the state.
The student stated that he represents his colleagues and is urging the DPR to investigate Komnas HAM. He questioned the institution's stance, which he believes is more vocal when state officials are accused of violating human rights, but chooses to remain silent when officers are killed. He also questioned Komnas HAM's position in the conflict involving the Armed Forces (KKB) and the Free Papua Movement (OPM).
"Why is it that when so many state officials are killed? They are all silent. But when enemies of the state are killed, they loudly accuse state officials of violating human rights. Who are they, really?" the student asks in the video.

However, is it true that UI students are asking the Indonesian House of Representatives (DPR RI) to investigate the National Human Rights Commission (Komnas HAM) regarding the Papua issue?

Tempo verified the content through interviews, visual inspection of the video, and AI detection tools. The verification results indicate that the video is not a real event, but rather a fabricated imitation.
The Deputy Head of the Action and Propaganda Department of the University of Indonesia Student Executive Board, Bima Surya, stated that the person speaking in the video is not a student representative or a UI Student Executive Board (BEM UI). He also emphasized that BEM UI has never held a hearing with the Indonesian House of Representatives (DPR RI) regarding the Papua issue.
"Human rights issues are indeed an issue we monitor. However, this year, Komnas HAM's performance has not been included in our monitoring targets due to limited staff," Bima told Tempo on Tuesday, December 16, 2025.
According to Bima, although the video received positive sentiment on social media, the public needs to be more discerning in recognizing fabricated imitation content.
Visual Verification

Direct observation of the video revealed several irregularities. First, the meeting chair was positioned at the back of the room. Second, a nameplate reading "TNI AD" was visible on a table that should have contained the names of members of the Indonesian House of Representatives (DPR RI).
Anomalies were also apparent in the University of Indonesia logo on the alma mater jacket. The logo in the video resembles a shield, while the official UI logo is a pentagon, as displayed on the Instagram account of University of Indonesia.
Analysis using the AI tool, AI or NOT, yielded a 99 percent probability that the content contained AI elements. Meanwhile, analysis using the Zhuque AI Detection Assistant yielded a score of 62.16 percent.

Meanwhile, Hive Moderation noted a 99.2 percent probability that the video was AI-generated. Voice analysis using the Hiya Deepfake Voice Detector also showed that 76 percent of the voices in the video were AI-generated.

On the other hand, the University of Indonesia's Student Executive Board's stance on the Papua issue has consistently aligned with the National Human Rights Commission (Komnas HAM). The UI Student Executive Board (BEM UI) has criticized alleged abuse by Indonesian military (TNI) officers against Papuans.
Komnas HAM also encourages the government to prioritize dialogue over security in Papua. Security often results in civilian casualties. "This is still just a call, but we hope all parties exercise restraint and refrain from using excessive force in situations like this," said Komnas HAM Chair Anis Hidayah on Tuesday, October 21, 2025.
