Hajj Quota Corruption: KPK Reveals Transfer of 8,400 Regular Hajj Quotas to Special Hajj

Indonesia's Corruption Eradication Commission (KPK) has uncovered the transfer of 8,400 regular hajj quotas to special hajj. Spokesperson for KPK, Budi Prasetyo, explained that the regular hajj should have received a quota of 18,400 or 92 percent of the additional quotas. However, the distribution for the 2024 hajj was divided in half, with 50 percent for special hajj and 50 percent for regular hajj.

In this case, KPK has prevented former Minister of Religious Affairs, Yaqut Cholil Qoumas, from traveling abroad. This prevention is related to the investigation of alleged corruption in the 2024 hajj quotas. "On August 11, 2025, KPK issued a Travel Ban Decree," said Budi Prasetyo in a statement on Tuesday, August 12, 2025.

In addition to Yaqut, KPK has also prevented two others from traveling abroad, namely preventing Ishfah Abidzal Aziz, former special staff of the Yaqut-era Minister of Religious Affairs and hajj and umrah travel businessman, Fuad Hasan Masyhur. Budi stated that the travel bans for the three individuals are effective for six months. "The travel ban was imposed by KPK because the presence of the individuals in Indonesia is necessary for the investigation of alleged corruption," he said.

KPK has escalated the status of the hajj quota corruption case from investigation to the prosecution stage. This escalation followed the anti-corruption agency's interrogation of Yaqut on August 7, 2025. "Therefore, we see the need to gather more evidence to determine who will be the implicated party," said the Acting Deputy for Enforcement and Execution of KPK, Asep Guntur Rahayu, on August 9, 2025.

KPK has also questioned Yaqut on Thursday, August 7. Yaqut Cholil Qoumas expressed his gratitude to the Corruption Eradication Commission (KPK) after undergoing questioning as a witness. "I thank you for finally giving me the opportunity to clarify everything, especially related to the distribution of additional quotas in the 2024 hajj process," said Yaqut Cholil as he left the KPK building in South Jakarta on Thursday, August 7, 2025.

The alleged deviation in the determination of the 2024 hajj quota originated from the findings of the Special Committee (Pansus) Inquiry on Hajj. This committee was formed after the Hajj Monitoring Team of the DPR found several issues in the implementation of the hajj, which falls under the responsibility of the Ministry of Religious Affairs.

The formation of this committee was approved during a plenary session of the DPR on Thursday, July 4, 2024. The committee assessed that the Ministry of Religious Affairs committed violations in the distribution of the 2024 hajj quotas. Member of the Hajj Inquiry Special Committee, Wisnu Wijaya, explained that the violation occurred when the Ministry of Religious Affairs designated 221,000 quotas for regular hajj and added 20,000 additional quotas.

The Ministry of Religious Affairs then evenly distributed the additional quotas, with 10,000 each for regular hajj and special hajj. Whereas, based on the decision of the Hajj Cost Working Committee (BPIH), the 2024 hajj quotas had been determined by Presidential Decree Number 6 of 2024, with a total of 241,000 people. "The distribution should have been 221,720 for regular hajj and 19,280 for special hajj," said Wisnu on September 14, 2024.
