Indonesia’s State Cyber and Cryptography Agency (BSSN) has recorded 3.64 billion cyberattacks or traffic anomalies in the archipelago from January to July 2025. This number nearly matches the total anomalies over the past five years.
"We will see the final numbers at the end of the year, it will be much higher," said Bondan Widiawan, Deputy of Cyber Security Operations and Cryptography at BSSN, at the Digital Transformation Indonesia Conference & Expo (DTI-CX) 2025 at JICC Senayan, Jakarta, on Thursday, August 7, 2025.
Bondan explained that out of all these anomalies, the majority, or approximately 83.68 percent, were malware-based attacks. The remaining attacks were unauthorized access and system attacks, which comprised 4.32 percent, and system exploitation at 0.64 percent.
"This indicates that the threats in our cyberspace are very challenging this year and in the years to come," he said. He added that these numbers show that cyberattacks are not just a potential threat but a current reality.
Bondan ensured that the government is not complacent in the face of the high digital space threats within the country. According to him, the state is actively protecting the public through various regulations.

He mentioned several currently effective regulations, including the Electronic Information and Transactions Law (ITE), the Personal Data Protection (PDP) Law Number 27 of 2022, and their derivatives.
"Even though regulations have emerged and there are many, we still see cybercrimes occurring rampant until now," he said. Therefore, Bondan mentioned the Cyber Security and Resilience Bill (RUU KKS) as a potential measure to strengthen protection in the digital space.
This bill was once drafted alongside the PDP bill in the DPR in 2019 but was subsequently halted. With the PDP law still unable to fully contain cyberattacks, Bondan appraised, "Perhaps with additional regulations, we can strengthen our capabilities to reduce cyber threats."
Bondan emphasized the importance of a national strategy to confront the escalating and complex cyber threats. He also highlighted that cybersecurity is a shared responsibility that requires strategic collaboration. He further stressed the need for a clear division of tasks between electronic system owners (PSEs), BSSN as the regulator, and all other stakeholders.
