TEMPO.CO, Jakarta - The Indonesia Cerah Foundation (CERAH) said President Prabowo Subianto has yet to deliver concrete steps to make Indonesia the 'global king of green energy' with a target of 100% renewable energy use by 2035. CERAH's Policy and Program Manager, Wicaksono Gitawan, noted an unbalanced energy policy during the first year of Prabowo's tenure.
"Pak President Prabowo is at a crossroads. We can see that there are two poles in Indonesia, one relying on fossil fuels while the other aims for a net zero emission target by 2060," Wicaksono said during a discussion held in Jakarta on Friday, October 17, 2025.
Referring to the Ministry of Energy and Mineral Resources data as of September 2024, the renewable energy mix in Indonesia during Prabowo's term only reached 14.68%, while coal dominates with 40.56%, followed by gas and other fossil fuels.
Wicaksono also highlighted several statements by Prabowo regarding Indonesia's energy transition goals. For example, during the G20 Summit in Brazil, Prabowo said Indonesia is ready to stop using coal in 15 years. Prabowo reiterated his pledge to fully transition to renewable energy in the next decade during his July visit to Brazil. He also mentioned plans for the development of a 100 GW Solar Power Plant for the Red and White Village Cooperative.
Instead of progressing, Wicaksono mentioned that government regulations and policies fail to support Prabowo's commitments. The revision of the National Energy Policy (KEN) through Government Regulation Number 40 of 2025, for example, actually reduces the target for renewable energy mix from 23% in 2025 to 19-23% in 2030.
"Coal will still be used until 2060, ranging from 7.8-11.9%. Gas will still be present, and the development of fossil energy is also at 14.4-15.4%," he said.
Furthermore, Presidential Regulation Number 112 of 2022 regarding the moratorium on new Coal-Fired Power Plants (PLTU) still has loopholes. The regulation opens up room for the development of captive PLTU or power plants for industrial needs. The early retirement roadmap for PLTU is also considered unclear.
The differing targets in official government documents also pose a separate problem. The target for the renewable energy mix in the National Electricity General Plan (RUKN), set at 29.4% by 2034, differs from the Electricity Supply Business Plan (RUPTL) which targets 34.3% in the same year. "The targets for the renewable energy mix differ in official government documents, causing confusion," he said.
CERAH urges the government to align President Prabowo's public commitment to 100% renewable energy with official government policies. Strengthening the existing decarbonization roadmap is also urgent.
