Indonesia's MPR Opens Dialogue on Fifth Amendment to 1945 Constitution

TEMPO.CO, Jakarta - The People's Consultative Assembly (MPR) is exploring the possibility of a fifth amendment to the 1945 Constitution. According to MPR Deputy Speaker Bambang Wuryanto, the institution will establish a forum to discuss potential constitutional revisions.

"I assure you that the MPR will facilitate by holding regular discussions toward amending the 1945 Constitution," said Bambang Wuryanto, who is also known as Bambang Pacul, in a statement on the MPR website.

The Indonesian Democratic Party of Struggle (PDIP) politician affirmed that the MPR has the authority to amend the constitution based on Article 3 of the 1945 Constitution and encouraged the public to study the history of previous constitutional changes.

Bambang also confirmed that proposals for amendments are being submitted to the MPR. "The proposal for the amendment to the 1945 Constitution is definitely there because change is inevitable," he remarked.

However, he did not specify the proposed points of amendment. The law has been amended four times previously: in 1999, 2000, 2001, and 2002.

Previously, MPR Speaker Ahmad Muzani stated that the institution does not rule out the possibility of amending the 1945 Constitution.

"Though, on the other hand, we also do not widely open up to the desire for changes to the 1945 Constitution," Muzani said in a statement on Thursday, August 21, 2025, as quoted by Antara.

He emphasized that the MPR must continuously reflect on the constitution's purpose to make an informed decision about the necessity of any amendments. To this end, he said, the MPR is listening to public discourse.

"Many academics, figures, and other groups voice their desire for changes to the Constitution. We have to listen to these thoughts," the Gerindra Party politician concluded.
