Indonesian Govt Still Reviewing Top Court's Ruling on Election Separation, Minister Says

TEMPO.CO, Jakarta -- Minister of Home Affairs Tito Karnavian said the government is still reviewing the Constitutional Court's decision on separating the general and regional elections.

The government will conduct a study before taking further action on the Court's decision. "We need to study this decision, right, there is still time," said Tito when met at the Parliament Complex, Jakarta, on Wednesday, July 16, 2025.

According to Tito, several relevant ministries and agencies must be involved in reviewing the impact of decision number 135/PUU-XXII/2024 by the top court. Among them are the Ministry of State Secretariat, the Ministry of Law, and the Coordinating Ministry for Political and Security Affairs.

Once the cross-sectoral ministries have agreed on formulating policies to accommodate the separated elections, Tito said, it would be submitted to the president.

The Constitutional Court on Thursday, June 26, 2025, ruled the separation of national and regional elections.

National elections include legislative elections to elect lawmakers, and presidential elections. Meanwhile, regional elections will be held for regional heads and the members of the provincial/district/city-level representatives. In the decision, local elections are held at least 2 years or at most 2.5 years after national elections.

Minister Tito also previously believed that there is still enough time to be cautious in responding to the Constitutional Court's decision. The government is studying the impact and the accuracy of the court's decision. 

"Whether the Constitutional Court's decision is in accordance with existing rules, including the constitution and analysis, positive-negative impacts, and what we will do in the future," he said when met at the Senayan Parliament Complex, Jakarta on Wednesday, July 2, 2025.

On the other hand, the Speaker of the House, Puan Maharani, said the election separation violates the 1945 Constitution. She mentioned that all political party factions in the DPR hold the similar stance that elections must be held every five years, per the Constitution.
