Ireland Tops 2025 Nomad Passport Index as the World's Strongest Passport

TEMPO.CO, Jakarta - The strength of a passport is often equated with how many countries its holder can enter without a visa. But according to the Nomad Passport Index, there is more to it than visa-free access. Factors such as taxation, dual citizenship policies, and personal freedom also play a role. So, which country holds the strongest passport in 2025?

For the first time, Ireland claims the top spot on its own in the 2025 Nomad Passport Index by Nomad Capitalist. Previously tied with Luxembourg and Sweden in 2020, Ireland now stands alone at number one, scoring 109 points.

Other countries in the top ten include Switzerland, Greece, Portugal, Malta, Italy, Luxembourg, Finland, Norway, and the United Arab Emirates (UAE). Switzerland and Greece followed Ireland with tied scores of 108.5, while Portugal scored 108, and both Malta and Italy scored 107.5.

Indonesia at 114

The Nomad Passport Index ranks Indonesia at 114th place with a total score of 59, placing it below its regional neighbors Singapore, Malaysia, Brunei Darussalam, and Thailand. Nomad states that Indonesia's passport ranking—relative to others globally—is calculated based not only on travel access, but also on the Indonesian government’s approach to international tax laws, global perception, dual citizenship, and personal freedom.

Meanwhile, the 2025 Henley Passport Index ranks the Indonesian passport at 66th place with a visa-free score of 76. This means Indonesian passport holders can travel to 76 countries without a visa. Indonesia's neighbor, Singapore, which ranks first in the Henley Index, is placed 26th in the Nomad list.

Beyond Visa-free Status

Nomad Capitalist evaluates passports not only by visa-free access. It uses five main factors to measure a passport's strength: visa-free travel (50 percent weight), taxation (20 percent), global reputation (10 percent), dual citizenship options (10 percent), and personal freedom (10 percent). This makes its ranking slightly different from the list compiled by the Henley Passport Index, which makes its ranking based solely on how many countries the passport holder can enter without a visa. Nomad also considers how good life is with that passport.

The index of 99 countries and territories is compiled using data from 20 sources, including tax authorities, the United Nations Human Development Index, and the World Happiness Report. The visa-free travel score is based on the number of countries that can be entered without requiring a visa, while all other categories are scored between 10 and 50
