TEMPO.CO, Jakarta - Israel is currently studying Hamas' proposal for a 60-day ceasefire and the release of half the hostages still held in Gaza. According to two Israeli officials quoted by Al Arabiya on Tuesday, August 19, 2025, all Israeli prisoners must be released for the war to end.
Efforts to stop the fighting have gained new momentum over the past week, following Israel's announcement of a new plan to seize control of Gaza City in the heart of the Palestinian enclave. Mediators from Egypt and Qatar have pushed for a proposal to resume indirect negotiations between the two parties regarding the U.S.-backed ceasefire plan.
The proposal includes the release of 200 Palestinian prisoners held in Israel, as well as several women and underage children, the exact number of which was not specified. In return, 10 living hostages and 18 deceased hostages from Gaza will be released, according to a Hamas official.
Two Egyptian security sources have confirmed the plan. The sources added that Hamas has also requested the release of hundreds of Gaza detainees.
Israel has stated that a total of 50 hostages are still in Gaza, with 20 of them alive. "Israel’s policy is consistent and has not changed. Israel demands the release of all 50 hostages in accordance with the principles established by the cabinet for ending the war. We are in the final decisive stage of Hamas and will not leave any hostage behind," said an Israeli political source.
Prime Minister Benjamin Netanyahu is expected to discuss the ceasefire proposal with his officials soon. A Palestinian source familiar with the discussions said Netanyahu's decision would be made within two days.
Before Hamas responded to the 60-day ceasefire proposal, Netanyahu had dismissed any agreement that excludes the return of all hostages.
Majed al-Ansari, spokesman for the Qatari Foreign Ministry, said the 60-day ceasefire agreement will pave the way for a comprehensive agreement to end the war. The proposal includes the partial withdrawal of Israeli forces, which currently control 75 percent of Gaza's territory, and the entry of more humanitarian aid into the enclave. Around 2.2 million residents of Gaza are facing severe famine.
