Labor Unions to Stage Two-Day Protest Rejecting 2026 Minimum Wage

TEMPO.CO, Jakarta - The Confederation of Indonesian Trade Unions (KSPI) will hold a protest to reject the determination of the 2026 provincial minimum wage (UMP). Thousands of workers will carry out the demonstration for two consecutive days on December 29 and 30, 2025, at the Presidential Palace, Jakarta.

KSPI President, Said Iqbal, stated that the main issue of the workers' protest is the rejection of the UMP increase and the demand for the implementation of the sectoral minimum wage above the Jakarta Living Cost Standard (KHL). They also reject the determination of the Sectoral Minimum Wage for Regencies/Cities (UMSK) throughout West Java.

The December 29 protest is expected to be attended by around 1,000 workers, gathering at Patung Kuda at 10:00 AM. On December 30, the demonstration will be attended by a minimum of 10,000 workers, with plans for a convoy of 10,000 to 20,000 motorcycles from various regions of West Java to Jakarta.

Meanwhile, Jakarta's UMP for the year has been set at Rp5,729,876, an increase of 6.17 percent. However, the figure is still below the Jakarta Living Cost Standard (KHL) of Rp5,898,511. Said Iqbal stated, "If we use the KHL of Rp5.89 million as a reference, then the determination of Jakarta's UMP at Rp5.73 million is still lacking Rp160,000. Even this minimum requirement cannot be met by the Jakarta Governor," as quoted on December 28, 2025.

KSPI demands that the Jakarta Governor revise the 2026 UMP to be equivalent to the KHL, which is Rp5.89 million per month. In addition, they demand an increase in the 2026 UMSP of Jakarta by 2 to 5 percent above the KHL, not calculated from the old UMP or UMSP, but from the value of the KHL according to the characteristics of the industrial sector. KSPI, along with West Java laborers, also demand that the West Java Governor set all UMSK recommendations from regents and mayors throughout West Java for 2026 and revise the Governor's Decree related to UMSK.

In addition to the protest, KSPI will also file a lawsuit with the State Administrative Court (PTUN) regarding the determination of the 2026 UMP in Jakarta and the determination of UMSK in West Java. They will also consider similar lawsuits in several other provinces, including North Sumatra.

Several local governments have announced the amount of UMP for next year with various nominal amounts in accordance with Government Regulation Number 49 of 2025 concerning Wage Determination. In the latest Wage Regulation, the formula for calculating the wage increase next year is inflation + (economic growth x alpha). The range of alpha coefficients from the center for the 2026 UMP is between 0.5 and 0.9.

Jakarta Governor Pramono Anung stated that the determination of the 2026 UMP was based on an alpha index of 0.75. ''Thus, Jakarta's UMP will increase by Rp333,115 from the previous Rp5,396,761,'' he said.

Meanwhile, West Java Governor Dedi Mulyadi announced that the UMP and UMSP of West Java for the following year reached Rp2,317,601 and Rp2,339,995, respectively. Dedi Mulyadi stated that the proposed sectoral minimum wages of regencies/cities, established for sectoral provisions, follow government regulations.

Dedi stated that the values of UMK and UMSK are the most ideal. ''In my opinion, it is ideal. But if in the view of employers it will be considered too expensive, and in the view of workers it will be considered too cheap, that's normal. But the government is in the middle,'' he said.
