TEMPO.CO, Jakarta - The frustration of a group of law students at Padjadjaran University in Sumedang, West Java, reached a boiling point when the House of Representatives (DPR) passed the Indonesian Military Bill (RUU TNI) on Thursday morning, March 20, 2025. Mochammad Rasyid Gumilar was among them.

He and his friends learned of the bill's passage from a television broadcast on a campus bus on their way to the DPR compound in Senayan, Jakarta. They planned to join other protesters to oppose the bill. The convoy of six buses arrived at midday. They still joined hundreds of other demonstrators.

Rasyid and his friends said the legislative process for the TNI Law had been conducted behind closed doors and violated constitutional principles. They also objected to provisions that broadened opportunities for active-duty soldiers to hold civilian posts without retiring or resigning. But the mass protest that Thursday drew no response from lawmakers. "We were angry because public concerns were ignored," Rasyid said on Wednesday, December 17, 2025.

The next day, the former head of the Padjadjaran Law School Student Executive Board created a WhatsApp group. He initiated plans to file a formal judicial review petition against the TNI Law at the Constitutional Court.
