Typhoon Matmo Sets off Heavy Rains in Vietnam, Hanoi Flooded Again

TEMPO.CO, Jakarta - Heavy rain triggered by Typhoon Matmo has flooded parts of Hanoi, the Vietnam capital, on Tuesday, October 7, 2025. This is the latest from a series of floods that have inundated the Vietnamese capital over the last month, along with storms that have hit the northern regions of the country.

The heavy rain, as reported by VNA, flooded main roads, leaving motorcycles and cars stranded and forcing residents to navigate through water as high as their calves. Districts in the city center were particularly affected, with drainage struggling to cope with the rainfall.

“It’s a loop – rains come, streets flood and people desperately try to get by," said Nguyen Ngoc Long, a resident of Hanoi, as quoted from the Straits Times. "I fear this will soon become a norm for us."

Several schools in the capital were closed or switched to online learning, while some flights to and from Noi Bai International Airport have been delayed or rescheduled.

Last week, Hanoi was hit by severe flooding caused by Typhoon Bualoi, which killed at least 51 people in Vietnam and caused an estimated $600 million in losses.

Many families had just finished cleaning up mud and debris from Bualoi before Typhoon Matmo brought another wave of heavy rain.

The Meteorological Agency has predicted rain and thunderstorms in Hanoi throughout Tuesday morning, warning of the potential for flooding in low-lying areas, and stating that at least three more storms are expected to hit the country before the end of 2025.

Thousands of Residents Evacuate in Southern China

Thousands of people were evacuated due to Typhoon Matmo striking for the second time on Monday in the Guangxi Zhuang Autonomous Region, southern China, according to reports from Xinhua News as cited by Antara.

The typhoon brought strong winds and heavy rain as it struck for the second time in the coastal areas of Guangxi at 01:10 a.m. on early Monday, impacting the cities of Beihai, Qinzhou, and Fangchenggang.

According to the city's emergency management bureau, by 11:00 a.m., the typhoon had affected 10,561 people in Beihai, displacing 10,003 people, and damaging 3,400 hectares of crops.

Strong winds toppled more than 4,000 trees in Beihai, causing road blockages. City officials have sent personnel to clear debris and restore traffic.

The cities of Qinzhou and Fangchenggang reported fallen trees and billboards, and emergency personnel were deployed to clear debris and address areas of standing water.

Typhoon Matmo moved towards northeastern Vietnam around Monday afternoon, according to regional meteorological authorities, and strong winds and rain were expected to continue in some areas of Guangxi Province.

The cities of Chongzuo and Qinzhou have temporarily lifted traffic restrictions and gradually restored railway services, while in Beihai, recovery efforts are underway in the affected areas with the assistance of more than 1,300 personnel, 116 emergency vehicles, and 1,730 generators.

In response to the impact of Typhoon Matmo, the Red Cross of China launched an emergency response on Monday, allocating a total of 3,400 aid packages to the affected areas.

Earlier on Sunday, the typhoon first struck at 02:50 p.m. local time in Guangdong Province, southern China, prompting the evacuation of thousands of people.
