
TEMPO.CO, Jakarta - The UK, France, and Germany have agreed to reactivate United Nations (UN) sanctions against Iran by the end of August if there is no real progress in the nuclear deal. As reported by Global News, this decision was announced by two European diplomats on Tuesday, July 15, 2025, after the three countries met at the German Mission to the UN in New York.
This step is part of the "snapback" mechanism in the 2015 nuclear agreement that allows sanctions to be reimposed if Iran is deemed to violate the agreement. The previous sanctions were lifted in response to Iran's nuclear program restrictions.
U.S. and Europe Discuss Strategy to Pressure Iran
This issue was also discussed in a phone talks on Monday between U.S. Secretary of State Marco Rubio and the foreign ministers of the UK, France, and Germany. According to two officials, the four parties discussed ways to ensure Iran does not develop or acquire nuclear weapons.
Following the call, the U.S. State Department stated that they are committed to preventing Iran from obtaining nuclear weapons. The officials and diplomats spoke on the condition of anonymity due to the confidential nature of the conversations.
Ultimatum on the Nuclear Agreement
French Foreign Minister Jean-Noel Barrot stated that the three European countries have the right to reintroduce sanctions if there is no commitment from Iran. "Without a verifiable commitment from Iran by the end of August at the latest, France, Germany and the U.K. will be justified in reapplying the UN sanctions (snapbacks) that were lifted 10 years ago," he said after the European Union foreign ministers' meeting in Brussels.
According to a Times of Israel report, the foreign ministers of the E3, along with the High Representative of the European Union for Foreign Affairs, also held their first call with Iranian Foreign Minister Abbas Araqchi since the U.S. and Israel's mid-June airstrikes on Iranian nuclear facilities.
Doubts About the Deals
Iran has expressed openness to diplomacy, but there are no signs of restarting nuclear talks with the United States so far. According to diplomats, it is unlikely that an agreement can be reached before the August deadline, especially because International Atomic Energy Agency (IAEA) inspectors have left Iran since the airstrikes took place.
The 2015 nuclear agreement involved Iran, the UK, France, Germany, China, and Russia. The UN Security Council resolution endorsing the agreement will expire on October 18, but sanctions could be reinstated earlier through the approximately 30-day snapback process.
