TEMPO.CO, Jakarta - Counterpoint Research released the Global AI Cities Index 2025, which is a list of cities worldwide that utilize artificial intelligence (AI) technology the most. The research analyzed over 5,000 initiatives from the public and private sectors, the quality of communication infrastructure, academic contributions from universities, and the strength of startup ecosystems.
As a result, Singapore has excelled due to various government policies through organizations such as AI Singapore, which has successfully created a dynamic startup ecosystem and forged close collaborations between the public and private sectors, especially in the fields of health, transportation, and telecommunications.
Seoul followed in second place because the city government actively promotes the implementation of AI in the healthcare and education sectors. Additionally, major companies such as SK Telecom and Naver continue to bring forth AI-based service innovations.
Beijing secured third place with progressive steps, including plans to introduce formal AI training for all elementary and secondary school students starting in 2025. In addition, companies such as China Unicom and Huawei have launched several 5G+AI initiatives in the capital.
"AI city development in China is no longer limited to the biggest cities. Places like Wuhan, Chengdu, and Suzhou are also embracing AI quickly. Investments, especially in supercomputing are impressive and the gap between North America and China will certainly narrow from next year onwards," said Counterpoint Research Director Marc Einstein.
The study also found some surprises. Dubai, for example, surpassed San Francisco because the local government has made significant investments in AI in almost every sector, from energy to the media industry.
"The city has an AI strategist in every government department. All teachers are now being given AI training, and they have the ‘One Prompter’ program to train one million AI engineers. They are clearly investing in the future and Abu Dhabi is not far behind," he said.
