The Corruption Eradication Commission (KPK) will investigate the alleged corruption in the procurement of catering and accommodations for the 2025 hajj. The suspicion was reported by the Indonesia Corruption Watch (ICW) on Tuesday, August 5, 2025.
"This catering issue may not only be for 2025, but we will also check for 2024, 2023, and previous years," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu at the KPK Red and White Building on Monday, August 25, 2025.
At present, the report of the alleged corruption is still in the analysis stage at the Directorate of Public Service Receiving Complaints (PLPM). If the alleged corruption in the hajj catering is escalated to an investigation, the KPK will pay more attention to the case.
The KPK is also currently investigating the alleged misallocation of the 2024 hajj quota, which has now reached the investigation stage. Therefore, the KPK hopes to simultaneously find information, statements, and documents regarding the procurement of catering, accommodation, and other related matters while handling the corruption case of the hajj quota. "This is a significant matter, involving trillions," said Asep.
According to ICW researcher Wana Alamsyah, the alleged corruption in the organization of the 2025 hajj has caused state losses amounting to Rp306 billion. "With an alleged corruption of around Rp255 billion and also extortion or extortion by a civil servant amounting to Rp51 billion," said Wana at the KPK Red and White Building on Tuesday, August 5, 2025.
Wana detailed that the alleged hajj corruption is related to the procurement of food catering provided to the hajj pilgrims while in the Holy Land. Based on ICW's investigation results, the food or consumption provided did not comply with Minister of Health Regulation Number 28 of 2019, especially regarding the adequacy of energy levels.
"Ideally, an individual needs around 2,100 calories. But the average food provided by the Ministry of Religious Affairs to hajj pilgrims ranges from 1,715 to 1,765 calories," said Wana.
ICW also suspects a charge of 0.8 riyals per serving for hajj pilgrim consumption. The government allocates a budget of 40 riyals for each pilgrim per day, consisting of 10 riyals for breakfast, 15 riyals for lunch, and 15 riyals for dinner.
"The alleged fees charged by the civil servant we reported to the KPK garnered profits of around Rp51 billion," he said.
Furthermore, ICW's investigation results also found the alleged reduction of food specifications by 4 riyals per serving. If calculated, the potential state losses due to the reduction in consumption quality are estimated to reach Rp255 billion. When combined with the alleged extortion by the civil servant, the total estimated corruption in this case is around Rp306 billion.
"There have been several cases of corruption committed or experienced by the Ministry of Religious Affairs, but until now there have been no improvements and no evaluations," he said.
