ICW Reports Alleged Corruption in 2025 Hajj Catering Procurement to the KPK

INDONESIA Corruption Watch (ICW) has reported three alleged violations in the procurement of catering for the 2025 hajj pilgrims to the Corruption Eradication Commission (KPK). ICW researcher, Wana Alamsyah, stated that the alleged corruption is estimated to have caused a state loss of Rp 306 billion. "In the procurement of catering, we found at least three issues," said Wana at the Corruption Eradication Commission's Red and White Building on Tuesday, August 5, 2025.

The first violation, according to Wana, is that the food or consumption provided does not comply with Minister of Health Regulation Number 28 of 2019, especially regarding the sufficiency of energy. "Ideally, an individual needs around 2,100 calories. However, the average food provided by the Ministry of Religious Affairs to the hajj pilgrims is around 1,715 to 1,765 calories," said Wana.

The second violation, ICW suspects the collection of 0.8 riyals by a civil servant for each portion of consumption for the hajj pilgrims. It's worth noting that the government allocates a budget of 40 riyals for each pilgrim per day, consisting of 10 riyals for breakfast, 15 riyals for lunch, and 15 riyals for dinner. "The alleged collection by the civil servant reported to the Corruption Eradication Commission resulted in a profit of around Rp 51 billion," he said.

Furthermore, the third violation pertains to the alleged reduction of food specifications by 4 riyals per portion. If calculated, the potential state loss due to the reduction of consumption quality is estimated to reach Rp 255 billion.

When combined with the alleged collection by the previous civil servant, the total alleged corruption in this case is around Rp 306 billion. "There have been a number of corruption cases committed or experienced by the Ministry of Religious Affairs, but until now, there has been no improvement in the process and no evaluation," he said.

Based on these allegations, ICW has reported two civil servants and one organizer at the Ministry of Religious Affairs to the Corruption Eradication Commission. Wana hopes that the Corruption Eradication Commission can follow up on all the information and analysis presented by ICW so that the implementation of next year's hajj can proceed smoothly and free from corrupt practices.
