Indonesia Invites Brazil to Collaborate on Inquiry into Juliana Marins' Death

TEMPO.CO, Jakarta - The Indonesian government has extended an invitation to the Brazilian government to conduct a joint investigation into the death of Juliana Marins, a Brazilian hiker who tragically died on Mount Rinjani, West Nusa Tenggara.

Coordinating Minister for Legal, Political, and Security Affairs Yusril Ihza Mahendra stated that this cooperation would be better than Brazil bringing Indonesia before the Inter-American Commission on Human Rights (IACHR).

"Instead of making statements bringing Indonesia to the international commission based solely on allegations and speculations without being substantiated by a genuine investigation to reveal the actual facts that occurred," he said at the Ministry of Coordinating Legal Affairs in Jakarta on Friday, July 4, 2025.

The former chairperson of the Crescent Star Party emphasized that police forces from both countries can collaborate on an investigation into this case. Yusril highlighted the Indonesian government's openness to this possibility, believing a joint investigation can genuinely uncover the facts.

"The joint investigation will reveal the actual facts that happened and will be conducted by both parties openly, fairly, and in accordance with the law," Yusril affirmed.

According to Yusril, the conclusions of any joint investigation must receive approval from the Brazilian government. The results must also be publicly disclosed in both countries.

Indonesia Not Subject to Inter-American Commission

Furthermore, Yusril clarified that the Federal Public Defender's Office (DPU) of Brazil cannot legally bring Indonesia before the Inter-American Commission on Human Rights regarding Juliana Marins' case. This is because the Indonesian government is not a member of that commission.

"Indonesia is not a party to the human rights convention in Latin America. Indonesia is also not a member of that commission," he stated.

Yusril explained that, given Indonesia's position, no international efforts can compel it to appear before an international forum, especially without the consent of the country concerned. Nevertheless, he stated that the Indonesian government would anticipate any possibilities and hopes the case can be resolved properly.

Official Communication Pending

Yusril also noted that the Indonesian government has not yet received any official letter or diplomatic note from the Brazilian government concerning Juliana Marins' death on the active volcano. So far, Yusril said, the Indonesian government has only received statements from the DPU.

However, Yusril emphasized that the DPU does not possess official government authority. He likened the DPU to an independent human rights institution, similar to Indonesia's National Commission on Human Rights (Komnas HAM).

Previously, the DPU had indicated plans to take legal action if the results of a further autopsy on the late Juliana Marins revealed negligence contributing to the 27-year-old woman's death. Marins passed away after falling during a hike on June 21 and was only recovered by the SAR Team four days later due to numerous obstacles.
