Indonesia's CDRI Membership in Limbo Due to Internal Processes

TEMPO.CO, JakartaIndonesia, one of the world’s most disaster-prone countries, has yet to formalize its membership in the Coalition for Disaster Resilient Infrastructure (CDRI), despite repeated invitations and ongoing discussions. This was stated by Alpana Saha, CDRI's Director of Partnerships, Governance, and Resource Mobilization, during a Familiarisation Visit to India by South-East Asian journalists, at New Delhi on Wednesday, September 24, 2025.

According to her, the invitation was directed to Indonesia’s National Disaster Management Agency (BNPB), which then must coordinate with multiple ministries before a final decision can be approved at the highest level. Such procedures, while necessary for national consensus, have slowed down progress, said Saha.

"That part (BNPB's coordination with the ministries) is an internal country process... We have provided the information (about the invitation) as much as possible. They (BNPB) were very much engaged in the formation of the coalition," she stated.

Saha explained that Indonesia has been actively involved in earlier deliberations on the formation of the coalition, reflecting its interest and recognition of the importance of resilient infrastructure.

The coalition, she said, has long expressed its interest in Indonesia’s participation. "Every year, we (CDRI) speak to them (BNPB)," said Saha.

Although Indonesia has yet to complete the formal process of joining, regular dialogue continues between CDRI and Indonesian counterparts, the BNPB. Both sides engage in advocacy activities and capacity-building initiatives, with the shared goal of promoting stronger disaster preparedness and resilient infrastructure across the region.

While bureaucratic hurdles remain, the intent for cooperation is clear. With continued engagement and mutual support, Saha expects that Indonesia will eventually formalize its role in the coalition and contribute significantly to global resilience efforts.

“There are some agencies that are also supporting BNPB to take that (CDRI’s) request forward… So hopefully they will overcome this and then join us,” she concluded.
