TEMPO.CO, Jakarta - The government’s plan to build a dedicated correctional facility for inmates convicted of corruption is now under discussion at the ministerial level.
The project is not solely under the authority of the Ministry of Law and Human Rights, but also involves several other ministries given the scale of development and the variety of supporting facilities required.
According to Antaranews, Minister of Immigration and Corrections Agus Andrianto said that, alongside the special prison plan, the government is also completing the construction of several general prisons already in progress.
“Currently, there are 13 prisons being finalized, seven of which are targeted for completion this year,” Agus noted.
He emphasized that the construction of a special prison for corruptors requires cross-ministerial approval and coordination, as it goes beyond the core prison complex. “The plan involves many ministries, not just the Ministry of Law and Human Rights,” Agus said.
Among the ministries engaged in the talks are the Ministry of Transportation, the Ministry of Public Works (PU), the Ministry of Housing and Settlement Areas (PKP), and the Ministry of Health. Each will handle facilities relevant to their areas of responsibility.
For instance, the Transportation Ministry will oversee dock construction, Public Works will manage supporting infrastructure such as staff housing, while the Health Ministry will establish healthcare facilities within the prison compound.
“Our ministry will concentrate on the core correctional facilities. Planning is still ongoing,” Agus explained.
He added that the project will span multiple years, making it impossible to complete in a short timeframe. This year’s budget has been allocated for feasibility studies, while construction funds are expected to be gradually disbursed by the Finance Ministry starting next year.
The government estimates that nearly Rp4 trillion will be needed to build the special prison. Land preparation is also underway, with 18 sites identified for additional facilities. “We have prepared 18 locations for supporting developments. However, the People’s School is not yet part of the plan,” Agus said.
The initiative aligns with President Prabowo Subianto’s earlier call for a dedicated prison in an isolated area to serve as a deterrent for corruptors. The president stressed that the facility should be in a remote location where escape would be nearly impossible.
“I will allocate funds for a prison in a remote place where they cannot get out. We’ll look for an island so that if they try to escape, they’ll meet sharks,” Prabowo remarked during an event at Plaza Insan Berprestasi, Ministry of Primary and Secondary Education, Central Jakarta, on March 13, 2025.
