TEMPO.CO, Jakarta - An Indonesian citizen, Paulus Kaet Oki, was injured after being shot by East Timor authorities in Imbate Village, Bikomi Nilulat District, North Central Timor (TTU), East Nusa Tenggara, on Monday, August 25, 2025.
The incident was confirmed by TTU Regent Yosep Falentinus Delasalle Kebo, who said the shooting occurred during a community protest against the installation of border markers by East Timor officials at milestone 36, a location still under dispute between the two countries.
“About 15 families staged a frontal protest. At that time, East Timor authorities fired six warning shots, and one of them hit our citizen, Mr. Paulus,” Yosep told Tempo on Tuesday, August 26.
The victim was rushed to a hospital for treatment. To prevent the situation from escalating, local authorities, including the Military District Command, the Police Resort, and the Border Security Task Force, immediately secured the area.
Yosep urged residents to remain calm while awaiting directives from the central government on resolving the border issue.
He also revealed that the local administration had warned Jakarta about the risk of conflict weeks earlier. “We had already conveyed the potential for conflict since late July. In fact, the central government responded in early August with a cross-ministry meeting. However, this incident still occurred,” he said.
The Regent expressed hope that the central government would move quickly to engage East Timor through diplomatic channels.
“The communities living along this border still have family ties with residents across the line. We hope a solution can be achieved soon without further casualties,” Yosep added.
