Ministry Estimates of Indonesian Drug Convicts Eligible for Amnesty Down to 700

TEMPO.CO, JakartaMinister of Law Supratman Andi Agtas said only a small number of drug convicts will be granted amnesty. “There are only about 700 convicts who are pure drug abusers,” said Supratman at the Widya Chandra Complex, Jakarta, on Wednesday, April 2, 2025.

The information, Supratman said, was obtained from the Director of Criminal Law at the Directorate General of Legal Administrative Affairs of the Ministry of Law. He said the current number reflects convicts who are eligible based on the Supreme Court’s circular letter, but the number is not yet final. “The numbers could go up or down,” he said.

The Gerindra Party politician maintained that the selection process is underway at the Ministry of Immigration and Corrections. “We will submit it to the president once the process is concluded,” said the minister.

On the other hand, Minister of Immigration and Corrections Agus Andrianto noted that there are 19,337 candidates to be pardoned, a significant drop from the initial 44,589 estimates.

Based on the data presented by Agus, the amnesty candidates are categorized into several criteria, with two sub-categories for drug convicts. The first one is based on Article 127 of the Narcotics Law, amounting to 2,591 people. Meanwhile, there are 15,447 convicts under the Supreme Court Circular Number 4 of 2010.

“We will review the number as the circular letter only accounts for the quantity of evidence, while the target of amnesty is the abusers," said Agus.
