
TEMPO.CO, Jakarta - An in-depth research into the energy situation in each ASEAN member country is necessary amid geopolitical uncertainty and looming energy crisis, according to international relations observer Teuku Rezasyah.
The lecturer in international relations at President University tells ANTARA in Jakarta on Tuesday that the research must examine the state of energy in Southeast Asian countries before and after the war broke out in the Middle East.
He believes that ASEAN countries have varying energy needs and dependencies. Some countries remain heavily reliant on oil, while others are beginning to push for energy diversification.
Regarding the push by ASEAN countries to accelerate the ratification of the ASEAN Framework Agreement on Petroleum Security (APSA), Rezasyah estimates that implementing the scheme will not be easy.
According to him, Indonesia, as a large-population country with development in many regions, requires far more oil than other, smaller ASEAN countries.
"It is not impossible that a new stigma will emerge, where Indonesia, as the largest consumer, uses ASEAN mechanisms as a new bargaining power in relations with oil-exporting countries," he maintains.
Indonesia, Rezasyah believes, must instead ramp up its diversification of energy sources, from solar, wind, geothermal, and even waste.
He also believes Indonesia needs to reconsider the development of nuclear facilities for peaceful purposes.
Furthermore, he says that Indonesia's high global credibility could attract support from various developed countries, including the United States, Russia, China, Australia, and Japan.
Previously, ASEAN Secretary-General Kao Kim Hourn confirmed that the APSA ratification process would be completed before the 49th ASEAN Summit at the end of this year.
The agreement allows ASEAN countries to assist each other during fuel shortages and strengthens regional cooperation in the energy sector.
"The leaders have given clear instructions that APSA must be expedited by all Asean member states," Kao Kim Hourn said at a press conference regarding the outcomes of the 48th ASEAN Summit at the ASEAN Secretariat in Jakarta on Monday.
