TEMPO.CO, Jakarta - President Prabowo Subianto is set to issue a presidential instruction (inpres) governing the reconstruction and rehabilitation in the areas affected by the Sumatra floods. Deputy State Secretary Minister Bambang Eko Suhariyanto stated that the government is finalizing the regulation by the end of this weekend, on Sunday, December 7, 2025.
"The instruction is addressed to several ministers, heads of agencies, as well as governors, regents, and mayors," Bambang said when contacted by Tempo on Saturday, December 6, 2025.
According to Bambang, the president will sign the reconstruction and rehabilitation decree on Monday, December 8, or Tuesday, December 9, 2025. The regulation includes provisions for the repair and construction of housing in damaged communities. Additionally, the government will improve infrastructure and public facilities, such as roads, bridges, and public amenities.
The rehabilitation and reconstruction phase will mark the end of the disaster emergency response. Previously, the government declared a state of emergency for floods and landslides in Sumatra on Thursday, November 27, 2025.
Although the regulations for repair and recovery will soon be issued, Bambang mentioned that the government could extend the emergency response period. "Depends on the situation on the ground," he said.
Flood and landslide disasters struck Aceh, West Sumatra, and North Sumatra since Wednesday, November 26, 2026. That night resulted in the death of more than 800 people.
Chair of House Commission V (DPR), Lasarus, revealed that Several agency heads and ministers discussed the need for budget allocations to handle and recover from disasters. "Especially operational funds," Lasarus said when met at the Senayan Parliament complex in Central Jakarta, on Tuesday, December 2, 2025.
According to Lasarus, budget allocation for several ministries and agencies has decreased compared to last year and 2024. In early 2025, the government made budget cuts in almost all institutions, including ministries and agencies responsible for disaster management.
Therefore, Lasarus explained, the government needs to reallocate funds internally to meet the needs of the disaster in Sumatra. "Verbally, I have agreed to the reallocation of funds between deputy divisions," Lasarus said.
