TEMPO.CO, Jakarta - The Indonesian government will change the incentive scheme for nutrition service units, known as SPPGs, which currently receive a flat payment of Rp6 million ($360) per day, National Nutrition Agency (BGN) Chief Sudaryono said.
The new scheme will take effect after BGN issues a regulation establishing the revised payment structure.
Sudaryono said the regulation has been submitted and is expected to be issued this week. He plans to announce the changes on Friday, September 4, or by Monday, September 7, at the latest.
“It is only a matter of time. I hope it will be issued today or tomorrow,” Sudaryono told reporters after a meeting with House of Representatives Commission IX on Thursday, September 3.
Why Is the SPPG Incentive Scheme Changing?
Sudaryono said the current system, which gives every SPPG kitchen the same Rp6 million daily incentive regardless of production capacity, is unfair.
SPPGs operate kitchens that prepare meals under the government's free nutritious meals program. Their production capacity varies, with some kitchens preparing 2,000 portions a day and others producing 2,500 or 3,000 portions.
“There are kitchens making 3,000 portions, some making 2,000, and others making 2,500. Paying all of them Rp6 million is not fair,” Sudaryono said.
Under the current system, an SPPG producing 2,000 portions and receiving Rp6 million would effectively receive Rp3,000 per portion in incentives. A kitchen producing 3,000 portions would receive a lower incentive per portion despite receiving the same total daily payment.
The new scheme will therefore no longer provide an identical incentive to every SPPG kitchen.
“It will no longer be the same for everyone, with every kitchen receiving Rp6 million. That is not fair,” Sudaryono said.
When Will the New Incentives Take Effect?
Sudaryono said the Rp6 million daily payment remains in effect because it is based on the existing regulation.
The revised scheme cannot be implemented until the new BGN regulation is formally issued.
“Since I became head of the agency, I have proposed the regulation, and I hope it will be issued this week,” Sudaryono said.
He added that the agency plans to announce the new incentive structure on Friday or, at the latest, Monday.
The change comes as the government continues to expand its free nutritious meals program, which relies on SPPG kitchens to prepare and distribute meals to beneficiaries across Indonesia.
