Thailand Sues Cambodia Over Cross-Border Attack

TEMPO.CO, JakartaThailand's acting prime minister, Phumtham Wechayachai, has ordered legal action against Cambodia for losses incurred due to attacks in the border area. At a cabinet meeting on Tuesday, August 5, 2025, at the Government House, Phumtham requested legal action through criminal and civil proceedings, both domestically and internationally.

As reported by Bangkok Post, government spokesperson Jirayu Houngsub said the attacks damaged properties, caused civilian and military casualties, and affected civilian institutions in Thailand. Jirayu stated that the legal process would be based on relevant national and international laws, including civil and criminal laws.

Inter-Agency Coordination

The National Security Council will oversee this legal process with support from the military, the Ministry of the Interior, and the Ministry of Health. The Secretary-General of the Council of State, the government's legal advisor, will provide guidance to expedite the process.

According to Jirayu, this legal action aims to hold those responsible for the attacks accountable and to seek compensation. The government will also inform affected individuals of their right to pursue legal action.

Negotiation and Ceasefire

Despite pursuing legal measures, both Thailand and Cambodia remain open to dialogue. From August 4 to 6, both countries held technical discussions in Malaysia as part of the preparations for the General Border Committee (GBC) meeting, which is scheduled for August 7, 2025, in Kuala Lumpur.

According to Nation Thailand, Thailand's secretariat-level meeting took place without third-party observers present. However, Malaysia, the United States, and China will be present as observers in the GBC forum.

Thailand's delegation is led by Deputy Defense Minister General Nattaphon Narkphanit. As of Monday morning, the border situation in seven Thai provinces was reported to be normal, with no reports of violence.

ASEAN Commitment

At the request of Thailand, the GBC was relocated from Phnom Penh to Kuala Lumpur to ensure neutrality. Malaysian Defense Minister Datuk Seri Mohamed Khaled Nordin described this move as evidence of the region's commitment. "In the spirit of ASEAN, Malaysia is fully committed to supporting an ASEAN-led peaceful resolution process," he said, as quoted in The Sun Malaysia.

He added, "These discussions reflect the commitment of all parties to peaceful negotiation and constructive dialogue. We hope it will contribute to our shared responsibility to preserve peace and stability in the ASEAN region." This GBC meeting is a follow-up to the ceasefire agreement signed by both countries on July 28, 2025, in Malaysia.
