TEMPO.CO, Jakarta - Coordinating Minister for Maritime Affairs and Investment, Agus Harimurti Yudhoyono (AHY), confirmed that the government is actively seeking solutions for the debt related to the Jakarta-Bandung High-Speed Train, or Whoosh. AHY emphasized that resolving this financial issue will not diminish the momentum for modernizing the national railway sector.
He stated that President Prabowo Subianto has firmly directed the government to resolve the matter.
"We will definitely carry out the financial restructuring of the Jakarta-Bandung high-speed train," AHY announced in Tangerang, Banten, on Thursday, November 12, 2025.
Shared Responsibility with Danantara
In line with the President's directive, the government has planned to share responsibilities with Danantara, the state-owned investment management agency, to handle the Whoosh debt issue.
Danantara Indonesia's Chief Operating Officer, Dony Oskaria, confirmed the agency's participation in the restructuring negotiations. Dony clarified the division of labor: Danantara will focus on the operational issues of Whoosh, while the government will handle the infrastructure aspects.
"As stated by the President, it certainly involves the government and Danantara. This is indeed the best solution, where Danantara's portion will certainly be carried out by Danantara," Dony said on Tuesday, November 11, 2025.
Dony added that, by taking responsibility for the operational aspects, the company hopes to optimize Whoosh's services and increase its passenger numbers in the future.
Financing Options Still Under Discussion
Meanwhile, Finance Minister Purbaya Yudhi Sadewa, speaking to the media in Surabaya, stated that debt restructuring options are still being finalized. This includes the government's plan to potentially use confiscated corruption funds to help pay off the Whoosh debt.
"The details are still being discussed. Currently, it's still in the outline stage," Purbaya explained on Monday, November 10, 2025.
The state treasurer added that the government is likely to send a team to China soon to negotiate the payment terms, a discussion in which he hopes to be included.
