Why the Indonesian Govt and DPR Established the Ministry of Hajj and Umrah

The discussion on establishing the Ministry of Hajj and Umrah emerged after the Indonesian government and the House of Representatives (DPR) agreed to transform the Hajj Fund Management Agency (BP Haji) into a ministry in the Draft Law on the Third Amendment to Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, or the Hajj Bill.

Member of Commission VIII DPR RI, Selly Andriany Gantina, emphasized that after the Ministry of Hajj and Umrah is established, the Directorate General of Hajj and Umrah Organization (Ditjen PHU) within the Ministry of Religious Affairs will be abolished. "Within the Ministry of Religious Affairs, it must automatically be removed, there will no longer be anything related to Ditjen PHU," said Selly to the media at the Parliament Complex, Senayan, Central Jakarta, on Sunday, August 24, 2025.

Selly added that all human resources and assets related to the implementation of hajj and umrah will be transferred to the new ministry. However, she emphasized the need for coordination with the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) and the Ministry of Religious Affairs to restructure the institutional framework to avoid overlaps.

Deputy Head of BP Haji, Dahnil Anzar Simanjuntak, explained that the establishment of this ministry is part of the hajj reform agenda that has been planned for a long time. "Since 2014, Mr. Prabowo has had a vision to establish the Ministry of Hajj and Umrah. It has been consistent through the 2019 and 2024 elections," said Dahnil in Jakarta on Saturday, August 23, 2025, as quoted from Antara.

He stressed that the establishment of the Hajj Ministry is not a temporary reaction to the dynamics of hajj organization in recent years, but part of a long-planned hajj reform agenda.

"This is not a reaction to the 2024 case or previous years. From the beginning, the establishment of this ministry is part of the improvement of hajj governance that Mr. Prabowo is committed to," he said.

Chair of Commission VIII DPR, Marwan Dasopang, added that the change in institutional status will ensure clearer authority and avoid overlaps with the Ministry of Religious Affairs. Because according to Marwan, hajj and umrah affairs still fall within the religious scope under the authority of the Ministry of Religious Affairs. "It can be clustered, this is the religious affairs, the Minister of Religion. This is a specific religious affair for the implementation of hajj and umrah. And this has been resolved," said Marwan.

With the ratification of the Hajj Bill, the management of hajj will be transferred from the Ministry of Religious Affairs to the Ministry of Hajj and Umrah starting in 2026. The Ministry of Religious Affairs will no longer manage the technical implementation of hajj, but will focus on religious guidance for the community.

"(The Ministry of Religious Affairs' tasks) still include religious education, Islamic religion, Christian religion, and others, guidance for the community still exists," said Marwan at the Parliament Complex, Jakarta, on Friday.

The politician from the National Awakening Party ensures that the Hajj Bill will serve as legitimacy for separating the authority of the new hajj organizers. He stated that this law will prevent overlaps between the tasks of BP Haji and the Ministry of Religious Affairs. "Especially for hajj and umrah, which have been separated."

The Draft Law on the Third Amendment to Law Number 8 of 2019 concerning the Management of Hajj and Umrah is currently one of the priorities of the National Legislation Program 2025-2029. The House aims to ratify the Hajj Bill in a plenary session on August 26, 2025. After its ratification, the government will issue a presidential regulation (perpres) to arrange the organizational structure and work procedures of the Ministry of Hajj and Umrah.
