TEMPO.CO, Jakarta – The Ngurah Rai Immigration Office in Bali, Indonesia, recorded Rp1.5 trillion in non-tax state revenue (PNBP) throughout 2025, according to its head, Winarko.
“We will continue to innovate in delivering professional, integrity-based immigration services, while strengthening supervision and law enforcement,” Winarko said, as quoted by Antara, on Friday, January 2, 2026.
Winarko said the revenue realization reached 97.41 percent of the Rp1.56 trillion target set for 2025. The figure was lower than in 2024, when the office collected Rp1.84 trillion, or 106.8 percent of its Rp1.72 trillion target.
He explained that last year’s revenue was mainly driven by visa fees, followed by income from stay permits, re-entry permits, passports, and other immigration services.
During 2025, the Ngurah Rai Immigration Office issued 27,977 passports and 53,428 stay permits, including visit permits, limited stay permits, and permanent stay permits.
Data from the Immigration Management Information System (SIMKIM) shows that total arrivals and departures through Ngurah Rai International Airport reached 15 million crossings in 2025, marking a 14 percent increase from the previous year.
Of that number, 6.9 million were foreign tourists, with travelers from Australia, India, and China making up the three largest groups.
Over the same period, the office carried out 912 immigration administrative actions, including deportations, detentions, entry denials, and the cancellation of stay permits, involving violations of immigration rules and overstays. Most of those affected were nationals of Russia, the United States, and Australia.
As part of efforts to prevent human trafficking, the Ngurah Rai Immigration Office also rejected 338 passport applications suspected of being intended for non-procedural Indonesian migrant worker placements.
