Bank Indonesia Outlines Regulation on Cash and Non-Cash Transactions

TEMPO.CO, Jakarta - Bank Indonesia (BI) has spoken out about the rejection of cash transactions that occurred at one of the Roti'O stores. Executive Director of the BI Communication Department, Ramdan Denny Prakoso, stated that based on the existing regulations, everyone is prohibited from refusing to accept rupiah as a means of payment. This is regulated by Article 33, paragraph 2 of Law Number 7 of 2011 concerning Currency.

However, according to Denny, the regulation only governs the use of the rupiah. He said, "Article 33 paragraph 2 of Law Number 7 of 2011 explicitly regulates the use of the rupiah, not the selection of the method or channel of payment, whether cash or non-cash," Denny said in an official statement on Tuesday, December 23, 2025.

Denny explained that based on this provision, people can use rupiah through both cash and non-cash channels in every transaction, for example, using cards or QRIS. He stated that the choice of payment channel is flexible and based on the convenience of, and agreement between, the transacting parties.

According to Denny, Bank Indonesia encourages the use of non-cash payments because they are fast, easy, cheap, secure, and reliable. "However, demographic and geographic challenges in Indonesia make cash still very much needed and used in transactions in various regions," he said.

The payment method has been widely discussed after a viral video showed a man protesting at a Roti'O store at the Transjakarta Monas bus stop for refusing cash payment from an elderly woman. The store only accepted payments through QRIS (Quick Response Code Indonesian Standard).

In response to the viral issue, Roti'O management apologized for the inconvenience caused. They explained that the use of applications and non-cash transactions in the store aims to provide convenience, as well as various promotions and discounts for loyal customers.

"Currently, we have conducted internal evaluations so that in the future, our team can provide better service," the management wrote through the @rotio.indonesia Instagram account on Saturday, December 20, 2025.
