TEMPO.CO, Jakarta - Jakarta Governor Pramono Anung Wibowo has proposed building an artificial lake in Jati Padang, Pasar Minggu, South Jakarta, as a long-term solution to frequent flooding in the area.
Pramono introduced the idea during an inspection of a breached embankment in Jati Padang on Tuesday, November 4, 2025. The embankment gave way last Thursday, causing floodwaters from Kali Krukut River to inundate nearby neighborhoods for several days.
According to the governor, Jati Padang’s position as both a water catchment area and the mouth of Kali Krukut makes it particularly vulnerable to flooding. “This area naturally collects and channels water, which is why it often experiences prolonged floods,” Pramono said.
He explained that the city government plans to utilize roughly seven hectares of available land in Jati Padang to develop water catchment facilities, similar to the reservoir in Lebak Bulus, South Jakarta. “We can turn this seven-hectare area into a large retention pond or catchment zone,” Pramono said.
In addition to its flood-control function, the proposed artificial lake could also double as a recreational site for local residents. Pramono added that the provincial government may also consider building high-rise apartments for affected residents in the future.
However, the governor emphasized that the plan remains in the conceptual stage. “We will formulate the details later,” said Pramono, who is also a member of the Indonesian Democratic Party of Struggle (PDI-P).
While the artificial lake is seen as a long-term solution, Pramono has ordered immediate repairs to the damaged embankment to prevent further flooding.
“In the short term, we will repair the collapsed 40-meter section of the embankment,” he said.
Local community leader Abdul Kohar, head of Neighborhood Association (RW) 06 Jati Padang, said that around 1,200 to 1,500 families were affected by the flooding caused by the breach of the so-called Baswedan Embankment, named after former governor Anies Baswedan, who rebuilt it during his tenure.
Abdul noted that many residents who evacuated have begun returning home, though several houses remain empty as their occupants are still taking shelter elsewhere.
The latest incident occurred after heavy rain hit Jakarta from noon to evening on Thursday, October 30, 2025, raising the water level of Kali Krukut.
The embankment was unable to withstand the pressure, eventually collapsing and inundating hundreds of homes in Jati Padang.
