
TEMPO.CO, Jakarta - Indonesia's Minister of Finance, Purbaya Yudhi Sadewa, has issued new regulations on antidumping customs duty (BMAD) for duplex paperboard products from the Republic of Korea, Malaysia, and Taiwan. This policy is outlined in Minister of Finance Regulation (PMK) Number 40 of 2026.
This new PMK will be effective from June 27, 2026, until June 26, 2031. "According to the results of the Indonesian Antidumping Committee's investigation, evidence of dumping has been found in the import of duplex paperboard products originating from the Republic of Korea, Malaysia, and Taiwan, causing losses to the domestic industry," as stated in the PMK quoted on Sunday, June 14, 2026.
The consideration section also mentions that a cause-and-effect relationship was found between dumping and the losses suffered by the domestic industry. Antidumping customs duty is a state levy imposed on dumping goods that cause losses.
In addition to the customs duty, imported goods can also be subjected to antidumping customs duty if the export price of the imported goods is lower than its normal value, as stipulated in Government Regulation Number 34 of 2011 concerning Antidumping, Countervailing, and Safeguard Measures in Trade.
The new PMK imposes BMAD on duplex paperboard products, specifically described as multi-layered paperboard, weighing between 210 and 450 grams/sqm, with a dominant white surface and a gray surface on the back, falling under tariff positions ex4810.32.90 and ex4810.92.90.
The imposition of Antidumping Customs Duty referred to is additional to the general customs duty (most favoured nation), or preference customs duty based on international agreements or arrangements that have been applied.
The formula for calculating BMAD rates involves multiplying three components: the BMAD rate per unit of goods in a specific currency by the quantity of goods and the exchange rate. Importers must submit a Certificate of Analysis (CoA) containing information on the brightness level of the duplex paperboard products when submitting the import customs declaration for these goods from the three countries.
