
TEMPO.CO, Jakarta – Indonesia’s waste disposal sites could face a nationwide capacity crisis by 2028 unless the country adopts an integrated waste management system, the Head of the Government Communications Bureau (Bakom RI) Muhammad Qodari has warned.
Qodari said President Prabowo Subianto has emphasized that waste management can no longer rely on conventional disposal methods and must become a shared responsibility.
"If we continue allowing waste to accumulate without integrated management, by 2028 our waste disposal sites will be completely paralyzed because they will exceed their capacity," Qodari said in a statement released on Tuesday, July 14, 2026.
Bali’s Waste Crisis Highlights the Challenge
Qodari said the warning is already reflected in Bali, particularly at the Suwung Final Processing Site (TPA), which handles waste from Denpasar City and Badung Regency.
The two areas generate around 1,600 tons of waste daily, with more than 72 percent still being transported directly to the landfill, according to Qodari.
To address the issue, the government, through sovereign wealth management agency Danantara Indonesia, has begun developing the Denpasar Raya Waste Processing and Electricity Generation Facility (PSEL) in Bali.
The project’s groundbreaking ceremony was held on July 8, 2026, marking the implementation of Presidential Regulation No. 109 of 2025 on urban waste management through environmentally friendly waste-to-energy technology.
Bali Waste-to-Energy Plant Targets 2027 Operation
Qodari said the facility, which carries an investment value of Rp3 trillion, is expected to begin operations by the end of 2027.
The Denpasar Raya PSEL facility is designed to process up to 1,500 tons of waste per day using moving grate incinerator technology, which automatically moves waste through a high-temperature combustion chamber.
According to Qodari, the technology can reduce waste volume by 80 to 90 percent while converting waste into electricity.
The remaining waste will be managed through a reduce, reuse, and recycle (3R) approach starting from the source.
"This is not only about building a facility or installing a machine, but about creating a long-term solution to restore people's right to a clean and healthy environment," Qodari said.
Government Plans Wider Waste-to-Energy Network
Qodari said the Bali facility is expected to become a model for waste management projects in other regions.
The government plans to develop PSEL facilities in 34 urban agglomeration areas, covering waste management needs in around 60 to 70 regencies and municipalities across Indonesia.
He said the policy is expected to deliver environmental and economic benefits, including reducing waste accumulation, protecting public health, and helping lower greenhouse gas emissions.
At the same time, waste-to-energy projects are expected to support Indonesia’s clean energy supply and strengthen energy resilience by reducing reliance on fossil fuels.
