Indonesia, Russia Explore Cooperation in Maritime and Shipbuilding Sectors

TEMPO.CO, Jakarta - Indonesia and Russia are exploring new avenues of cooperation in the maritime and shipbuilding sectors, following a bilateral consultation that identified six key areas for potential collaboration.

The meeting, held at the Fairmont Hotel in Jakarta on Thursday, November 6, 2025, was co-chaired by Indonesia’s Minister of Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY), and Chair of the Russian Maritime Council, Nikolai Patrushev.

“Russia showcased its maritime capabilities and innovations for civilian, humanitarian, and defense purposes. We see significant opportunities for knowledge exchange and long-term collaboration,” AHY said after the meeting.

According to AHY, the two sides agreed on six strategic areas for cooperation: shipbuilding industry development, technology transfer, marine resource management, maritime technology advancement, and human resource capacity building in the maritime and fisheries sectors.

He emphasized that the talks marked an important milestone for two nations with strong maritime identities.

Indonesia, as an archipelagic state, and Russia, as a vast nation with advanced maritime capabilities, have complementary strengths, particularly in technology, research, and industrial development.

One of Indonesia’s main goals, AHY noted, is to boost the maritime sector’s contribution to the national economy. The government aims to raise the sector’s share of GDP from 8.1 percent to 9.1 percent by 2029.

To achieve this, the government will strengthen fiscal policies, carry out structural reforms, and encourage private investment in maritime development.

Efforts will also focus on improving port efficiency and expanding the sea toll network, which serves as the backbone of national logistics.

Several strategic infrastructure projects are underway, including the Container Terminal in Jakarta, the Kijing Terminal and industrial area in West Kalimantan, the New Port of Makassar, and the Bali Maritime Tourism Hub (BMTH).

“Improving infrastructure and logistics efficiency will strengthen coastal economies and create more jobs. With more than 17,000 islands, the sea is Indonesia’s backbone,” AHY said.

Human resource development will also be a key focus of cooperation with Russia. AHY underscored the importance of technical training and maritime expertise to ensure Indonesia has a skilled workforce capable of supporting industry growth.

To follow up on the discussions, Indonesia and Russia will establish joint working groups to detail cooperation in shipbuilding, marine resource and fisheries management, and maritime technology innovation.

“We want this collaboration to be concrete and sustainable. The stronger Indonesia’s human resources and maritime industry become, the greater their contribution to the national economy,” AHY said.
