TEMPO.CO, Jakarta - Bank Indonesia (BI) reported that Indonesia’s foreign debt reached US$423.8 billion in November 2025, slightly down from US$424.9 billion in October.
The slowdown was also evident on an annual basis, with growth recorded at 0.2 percent year-on-year, compared with 0.5 percent in October, according to Ramdan Denny Prakoso, Executive Director of BI’s Communications Department.
“This is influenced by slower growth in public sector foreign debt,” Ramdan said in an official statement on Thursday, January 15, 2026.
Government foreign debt stood at US$209.8 billion in November, down from US$210.5 billion in October, with year-on-year growth slowing to 3.3 percent from 4.7 percent.
BI attributed the slowdown to movements in state securities ownership amid rising global financial market uncertainties.
By sector, government foreign debt is largely allocated to healthcare and social programs (22.2 percent), followed by government administration, defense, and social security (19.7 percent), education (16.4 percent), construction (11.7 percent), and transportation and warehousing (8.6 percent).
The portfolio is overwhelmingly long-term, making up nearly the entire total, which provides stability against market volatility.
Meanwhile, private foreign debt totaled US$191.2 billion in November, down from US$191.7 billion in October. Growth contracted by 1.3 percent annually, compared with 1.5 percent in October, influenced by a modest 0.4 percent annual decline in non-financial corporations’ foreign debt.
Most private foreign debt is concentrated in the manufacturing sector, financial and insurance services, electricity and gas, and mining and quarrying, which together account for 80.5 percent of the total.
Overall, BI said Indonesia’s foreign debt structure remains healthy, with the debt-to-GDP ratio falling to 29.3 percent in November 2025, while long-term debt represents 86.1 percent of total foreign debt, providing a buffer against global market volatility.
