TEMPO.CO, Jakarta - Indonesia's Minister of Finance Purbaya Yudhi Sadewa announced that the enhancement of Indonesia’s Coretax system is expected to be completed before the end of 2025.
One of the main focuses of the upgrade is strengthening the security of taxpayer data, following reports of a potential leak.
Purbaya revealed that the Ministry of Finance has involved several Indonesian hackers to help improve the system’s cybersecurity. He claimed that those recruited are among the most respected in the global hacker community.
“These experts are helping us identify weaknesses and improve the Coretax system’s performance,” Purbaya said during a press conference at his office on Friday, October 24, 2025.
“If this cybersecurity effort proves effective, I’ll encourage other ministries and agencies to adopt similar measures, even the Ministry of Communication and Digital, which has often faced breaches. We’ll also share the lessons with the banking sector.”
According to Purbaya, the ethical hackers have been tasked with testing the system’s resilience and detecting flaws in the Coretax program and its application code.
Their initial findings revealed several vulnerabilities and errors that should have been addressed during the early stages of development.
He said the main issues stemmed from weak quality control and quality assurance processes during the system’s creation.
Purbaya suggested that the tender and collaboration with previous technology providers were not followed by thorough testing before the launch.
“The system should have been tested on a smaller scale before being rolled out nationwide, but apparently that wasn’t done,” he said.
Despite his background in economics, Purbaya noted that he also has an engineering background, giving him a technical understanding of system development.
He stressed the importance of reinforcing the technical foundation to ensure Coretax becomes reliable and efficient, rather than burdensome to taxpayers.
“Now we’re fixing everything within a month, even though the budget was initially planned for four years,” he said.
The Coretax, officially known as the Core Tax Administration System, was launched on January 1, 2025. Developed by the Directorate General of Taxes, it is designed to integrate all tax administration services across Indonesia into a single, modernized digital platform.
