TEMPO.CO, Jakarta - Indonesia’s Trade Minister Budi Santoso said the government aims to conclude negotiations on reciprocal tariffs with the United States by November 2025. The talks seek to secure zero-percent tariffs for Indonesian products that are not produced domestically in the US.
“We want our products that are not manufactured in America but exported there to receive a zero-percent tariff,” Budi said after attending the CEO Insight event in Jakarta on Tuesday, November 4, 2025.
He explained that the negotiation process remains ongoing and is being conducted cautiously, with careful consideration of Indonesia’s bargaining position in dealing with the United States. Further discussions are scheduled for next week.
Previously, Coordinating Minister for Economic Affairs Airlangga Hartarto said that the US began imposing reciprocal tariffs of 19 percent on Indonesian goods on August 7, 2025. The policy was applied to 92 trading partners.
“It has been announced to 92 countries, and Indonesia’s agreement was completed and took effect on August 7,” Airlangga said in Jakarta on August 1, as quoted by Antara.
According to Airlangga, the 19 percent tariff rate for Indonesia is among the lowest in Southeast Asia. He noted that this provides a competitive advantage in the US export market, particularly against India, which faces a 25 percent tariff on textiles and related products.
“If the playing field is level, competitiveness becomes the key. Several Indonesian commodities that the US doesn’t produce are already enjoying lower tariffs,” he said.
Airlangga added that some Indonesian products, such as copper concentrate and copper cathode, currently benefit from a zero-percent tariff. This, he said, aligns with ongoing bilateral discussions on strategic mineral trade.
“This is consistent with talks on strategic minerals, including copper. The US has recognized these as industrial commodities, referring to processed products rather than raw ores,” Airlangga said.
