Indonesian Lawmakers Claim No Plans Yet to Debate Police Law and Prosecutor's Bill

TEMPO.CO, JakartaMember of House Commission III and Deputy Speaker of DPR, Sufmi Dasco Ahmad, said that lawmakers have no plan to discuss the amendment to police or the prosecutor’s bills.

"There are no plans to discuss the Police (Polri) Bill or Prosecutor's Bill," Dasco said in response to journalists inquiring about the plans on Monday, March 31, 2025. Dasco was attending the Eid open house of the Coordinating Minister for Food Affairs, Zulkifli Hasan or Zulhas.

He also mentioned that there is no decision yet on the time for discussing the draft of the Criminal Procedure Code. Dasco’s remark was similar to a previous statement the week prior, where he claimed there has been no presidential instruction for the discussions just yet.

Meanwhile, Polri Bill is included in the draft bill initiative by the DPR. The discussion has also been underway since 2024. House member from the NasDem faction, Rudianto Lallo, said they are ready to discuss the bill if it is deemed urgent.

However, he said, House Commission III is currently prioritizing the revision of the Criminal Procedure Code Law (KUHAP), which is targeted to be completed by October 2025.

"Currently, Commission III is still focusing on KUHAP, and if it is considered urgent, we are also ready to discuss the Polri Bill, the Prosecution Bill, and the Restorative Justice Bill," said Rudianto on March 20, 2025, as quoted from his official statement.

Several articles proposed for amendment have raised concerns among the public. Based on the draft bill obtained by Tempo, Article 16 paragraph 1 letter q of the Polri Bill authorized to enforce, block or terminate, and attempt to delay access to cyberspace for the purpose of national security.

The Civil Society Coalition for Police Reform considers that police intervention in limiting cyberspace could potentially compromise people’s freedom of speech. Additionally, the duty overlaps with the Ministry of Communication and Information, as well as the National Cyber and Crypto Agency.

On the other hand, the House of Representatives Commission III has stated they are ready to discuss the final draft of the Criminal Procedure Code Bill after Eid al-Fitr 2025.
