
TEMPO.CO, Jakarta - The Corruption Eradication Commission (KPK) through the Directorate of Coordination and Supervision (Korsup) Regional II found a deviation or a 31 percent budget shortfall in school construction projects in Jakarta.
The Head of Regional II Korsup Task Force II KPK, Dwi Aprilia Linda Astuti, stated that the finding was revealed by the Korsup Task Force II team during an inspection of the construction of the Public Kindergarten, Public Elementary Schools 01 and 02 Cikini, as well as the New School Unit (USB) for High School in the Menteng District, Central Jakarta, on Thursday, May 22, 2025.
"The project is part of six school construction packages under the responsibility of the Jakarta Education Official (PPK)," said Dwi in a written statement quoted on Monday, May 26, 2025.
The total budget for all project packages reached Rp 262 billion, with the construction contract value of the New School Unit in the Cikini area totaling Rp 61 billion.
Dwi mentioned that the PPK and the inspectorate need to seriously address this finding so that the construction can be completed 100 percent. Moreover, the budget for these six projects comes from the 2024 fiscal year. To adjust the target realization, the Education Agency has made amendments to continue the project until 2025.
The KPK urges the Jakarta Education Agency to intensively coordinate with the inspectorate to resolve this issue. Planning, preparation, and procurement should be done carefully, including periodic audits and evaluations of the implementation packaging method.
Initially, the project was targeted to be completed on December 31, 2024. However, the Education Agency granted an extension to the service provider, thus the handover schedule was postponed to May 3, 2025. After the submission of the seventh amendment, the completion schedule was again pushed back to June 22, 2025.
However, as of April 2025, the physical progress of the construction has only reached 69.11 percent and there are still many parts of the building that are unfinished.
Due to this delay, since May 2024, students of Public Elementary Schools 01 and 02 Cikini have had to be relocated to Public Elementary Schools 03 and 05 Gondangdia. Teaching and learning activities have become less optimal because the study hours are condensed and students have to take turns with other schools.
"We are talking about the right of children to receive a decent education. Therefore, this project must be closely monitored and completed without excuses. Every delay, no matter how small, has an impact on their future," she said.
Not only the project in Cikini has problems. Delays have also occurred in the total rehabilitation project of Public Elementary Schools Duri Pulo 01/02/03/04/05/10. As of April 28, 2025, the new construction progress has only reached 69.13 percent. Meanwhile, two construction projects are almost completed, namely Public Playgroup 29 Cempaka Baru and the Public Learning and Teaching Center 29 Cempaka Baru with 91.43 percent progress (as of May 21, 2025). Additionally, Public Elementary Schools Karang Anyar 01/02/05/06/08 has reached 95.35 percent progress (as of May 15, 2025).
As for the two projects that have been completed and handed over on April 9, 2025, they are Public Elementary Schools Kampung Bali 01, Public Elementary Schools Pasar Baru 01, 03, and 05, as well as the Public Kindergarten Sawah Besar. Overall, the average construction progress of the six project packages has reached 84.90 percent.
