TEMPO.CO, Jakarta - Indonesia's Corruption Eradication Commission (KPK) proposes limiting the chair position of a political party to a maximum of two terms. The proposal is based on a study of political party governance conducted by the KPK Monitoring Directorate. "One of the findings is in point eight, regarding the limitation of the period for a political party chair. This certainly has an academic basis," said KPK spokesperson Budi Prasetyo at the Red and White Building of the KPK in Jakarta on Thursday, April 23, 2026.
Budi explained that in conducting this study, KPK involved political parties to obtain objective input. He said that this proposal also arose from party cadres involved by KPK. "Facts objectively from the point of view of colleagues in the political party, so it is not only derived from one or two perspectives," he said.
The study also shows that the political sector is one of the fields vulnerable to corruption. The reason is that the cost of cadre development is high, which causes the mechanism to not run well. "One of them is when the entry cost for cadre development," said Budi.
KPK Monitoring Directorate's study found at least four issues in the governance of political parties. The four points are the absence of a roadmap for the implementation of political education, an integrated cadre system standard, a financial reporting system, and a supervisory body.
This anti-corruption agency has formulated several recommendations to improve the governance of political parties. These recommendations include revising Law Number 2 of 2011 concerning Political Parties, particularly Article 29 regarding political recruitment.
Regarding party membership, KPK requests the addition of categories consisting of young, mid-level, and senior members. Furthermore, the requirements for cadres who become prospective candidates for the House of Representatives/Regional House of Representatives (DPR/DPRD) also need to be clearly and progressively stated. "For example, candidates for the House of Representatives come from senior cadres, while candidates for the Provincial DPRD come from mid-level cadres," as quoted from the KPK's 2025 Annual Report Appendix on Monday, April 20, 2026.
KPK sees that the regulation of the recruitment of prospective presidential/vice-presidential/city/municipal heads must include the clause of requirements originating from the party's cadre system, in addition to being "carried out democratically and openly." Additionally, the institution proposes adding requirements for a minimum time limit for joining a party and being nominated by it.
"To ensure the implementation of cadre development, it is necessary to regulate the limit of the term of the party chairman to a maximum of two periods of leadership," wrote the KPK report.
KPK also recommends that the Ministry of Home Affairs develop a standardized, integrated political party cadre reporting system with the assistance of political parties. Political parties are also encouraged to implement the Constitutional Court decision Number 60/PUU-XXII/2024 regarding the minimum threshold for the election of regional heads through the recruitment of regional head candidates based on cadre development.
