North Sumatra Allocates Rp430 Billion for Disaster Recovery Efforts

TEMPO.CO, Jakarta - The government of North Sumatra Province has allocated a budget of Rp430 billion for post-disaster recovery from floods and landslides. The largest allocation is for infrastructure, including road repairs, bridges, embankments, river normalization, water resources, and house rehabilitation, amounting to Rp275 billion.

Furthermore, communication and information technology are allocated Rp1.68 billion, education Rp36.8 billion, health Rp6.9 billion, and financial assistance to local governments amounting to Rp110 billion.

"We will reallocate the budget for post-disaster recovery, dividing the education sector into infrastructure and free school operational assistance in the disaster-affected areas," said North Sumatra Governor Bobby Nasution during a coordination meeting to accelerate post-disaster rehabilitation and reconstruction led by the Minister of Home Affairs and Head of the Disaster Recovery Task Force for Sumatra, Tito Karnavian, at the Raja Inal Siregar Hall, the North Sumatra Governor's office, on Monday, January 12, 2026.

Bobby also revealed plans to build 200 permanent housing units with a total budget of Rp12 billion. This is equivalent to the amount allocated by the central government for each permanent housing unit, which is Rp60 million. Currently, the North Sumatra government is awaiting data from regencies and municipalities to be synchronized with the National Disaster Management Agency (BNPB) data.

"If all houses are already covered by BNPB, we will add this budget to the BNPB, so the value of the houses built will exceed Rp60 million," Bobby said.

Through the BNPB, the central government has prepared 5,951 permanent housing units, repaired roads and bridges, delivered logistical aid, and provided other necessities for North Sumatra. Initially, 13 national roads were cut off. Now, there is only one corridor in Simpang Rampa and Sibolga. Roads cannot be built on the old roadbed anymore.

Residents whose houses are severely damaged will receive temporary housing assistance or housing waiting funds of Rp600,000 per month for three months. Residents can also immediately receive permanent housing tailored to local conditions. For the selection of permanent housing locations, the community can determine the construction points, such as relocation, in-situ, or ex-situ. This is for residents who want to choose their own location or temporary housing, or a partner's house.

"Although the disaster status has been lifted, we will continue to assist in recovery. There will be no more people displaced during the fasting month; all will be in temporary shelters, renting houses, or in relatives' houses, with expenses covered by us. We have allocated Rp600,000 per person per month for refugees, Rp3 million for replacement of household contents, and Rp5 million for business capital for affected entrepreneurs," said Head of BNPB Suharyanto, who was present at the meeting.

Meanwhile, Tito Karnavian stated that several indicators show that the disaster-affected areas are back to normal, namely the operation of governance from the provincial to the village level, good public services, smooth land access, economic activities, the availability of gas stations, gas, LPG, electricity, internet, and drinking water in good condition.

"From our mapping, North Sumatra has generally improved, with only a few areas that still need to be accelerated, such as South Tapanuli, Central Tapanuli, North Tapanuli, Sibolga, which still have some indicators that are not yet good," he said.
