Regulation Revision Could Disrupt Energy Transition

TEMPO.CO, Jakarta - More than 3,000 solar panels blanket the rooftop of the flour warehouse at Indofood Sukses Makmur’s Bogasari Division on the edge of Tanjung Priok Port in North Jakarta. The solar power plant (PLTS), with a capacity of 1.88 megawatt-peak, is expected to generate 1.92 million kilowatt-hours of energy per year. The electricity powers factory operations, from lighting the warehouse and running the grain silos to charging the forklift batteries.

The rooftop solar power plant is projected to cut emissions by up to 1,350 tons of carbon dioxide (CO2) equivalent annually. “That’s the same as planting 22,000 trees each year,” said Bogasari’s Vice President of Engineering and Technology Andry Wiryanto at the inauguration of the company’s photovoltaic (PV) rooftop project on Tuesday, November 25, 2025.

Industrial use of rooftop PLTS continues to grow amid global pressure to shift toward green energy. The 2025-2034 Electricity Supply Business Plan (RUPTL) designates solar power as a cornerstone of Indonesia’s national energy transition.

The government is now revising Presidential Regulation (Perpres) No. 112/2022 on accelerating renewable energy development for electricity supply. The Directorate-General of New, Renewable Energy, and Energy Conservation at the Ministry of Energy and Mineral Resources held a public consultation on Thursday, November 6, 2025. Several stakeholders attended, including representatives from state power company PLN, various renewable energy business associations, and civil society groups.
