TEMPO.CO, Jakarta - The latest survey by the Center of Economic and Law Studies (Celios) reveals a stark contrast between ministers who have earned public appreciation and those who have drawn criticism during the first year of President Prabowo Subianto and Vice President Gibran Rakabuming Raka’s administration.
According to the survey, Minister of Energy and Mineral Resources Bahlil Lahadalia ranked lowest in performance, with a score of minus 151 points.
He was followed by Head of the National Geospatial Information Agency (BGN) Dadan Hindayana (-81 points), Minister of Law and Human Rights Natalius Pigai (-79 points), and Minister of Forestry Raja Juli Antoni (-56 points). Minister of Culture Fadli Zon also landed in the bottom five with a score of -36 points.
Celios noted that the findings reflect a clear divide between ministers who have effectively implemented key government programs and those seen as struggling to maintain policy stability.
“The evaluation of ministers’ performance shows a sharp contrast between those who are appreciated by the public and those who face harsh criticism,” Celios stated in its report released on Monday, October 20, 2025.
Ministers with Positive Ratings
On the other end of the spectrum, several ministers received strong approval. Coordinating Minister for Political, Legal, and Security Affairs Yusril Ihza Mahendra and Coordinating Minister for Economic Affairs Airlangga Hartarto topped the list of best-performing officials.
They were followed by Health Minister Budi Gunadi Sadikin, Basic and Secondary Education Minister Abdul Mu’ti, and Religious Affairs Minister Nasaruddin Umar. Each earning scores above 40 points.
Methodology and Implications
Celios explained that the survey adopted an expert judgment approach, involving 120 experts and public policy observers.
Respondents were asked to identify ministers with the best and worst performance during the first year of the Prabowo–Gibran administration, ranking their top three choices based on policy effectiveness, transparency, and social impact.
Ministers and agency heads appointed in September 2025 were excluded from the assessment due to insufficient time in office for evaluation.
Celios added that the survey results could serve as valuable input for President Prabowo in considering a potential cabinet reshuffle.
“This survey illustrates expert perceptions of how far the ministers have fulfilled the administration’s development promises,” Celios concluded.
