TEMPO.CO, Jakarta - For travelers, expatriates and families choosing where to live, a city's sense of safety can be just as important as its attractions, infrastructure or cost of living. But which cities feel safest in 2026?
According to Numbeo's 2026 Mid-Year Safety Index, several cities in the United Arab Emirates (UAE) dominate the top of the ranking, while Doha, Taipei and Muscat also score highly. The index is based on user perceptions of crime and personal safety rather than official crime statistics.
Visual Capitalist, using Numbeo's 2026 data, similarly found Doha at the top among major cities with populations of at least two million, followed by Dubai and Taipei.
Here are the 10 cities with the highest Safety Index scores in Numbeo's 2026 Mid-Year ranking.
1. Ajman, United Arab Emirates — Safety Index: 88.8
Ajman ranks first in Numbeo's 2026 Mid-Year Safety Index, with a score of 88.8. The emirate is one of several cities in the United Arab Emirates occupying the top positions in the ranking.
2. Abu Dhabi, United Arab Emirates — Safety Index: 88.6
Abu Dhabi ranks second with a Safety Index score of 88.6. The UAE capital is closely behind Ajman and is part of the country's strong showing at the top of Numbeo's safety ranking.
3. Ras al-Khaimah, United Arab Emirates — Safety Index: 85.4
Ras al-Khaimah takes third place with a score of 85.4. The emirate's strong showing means the UAE occupies three of the top three positions in the 2026 Mid-Year ranking.
4. Sharjah, United Arab Emirates — Safety Index: 84.7
Sharjah ranks fourth with a Safety Index score of 84.7. Its position gives the UAE four cities among Numbeo's five highest-ranked locations for perceived safety.
5. Doha, Qatar — Safety Index: 84.6
Doha ranks fifth overall in Numbeo's broader city ranking with a score of 84.6. However, when the list is narrowed to major cities with populations of at least two million, Doha ranks first, according to Visual Capitalist.
6. Dubai, United Arab Emirates — Safety Index: 83.8
Dubai records a Safety Index score of 83.8 to rank sixth overall. Among major cities with populations of at least two million, it ranks second behind Doha, according to Visual Capitalist's presentation of the Numbeo data.
7. Taipei, Taiwan — Safety Index: 83.4
Taipei ranks seventh in the full Numbeo 2026 Mid-Year table with a score of 83.4. It is also the highest-ranked city outside the Middle East in Visual Capitalist's major-city list, where it places third.
8. Muscat, Oman — Safety Index: 81.4
Muscat ranks eighth with a score of 81.4. The Omani capital extends the strong representation of Middle Eastern cities near the top of Numbeo's safety ranking.
9. The Hague, Netherlands — Safety Index: 78.9
The Hague is the highest-ranked European city in Numbeo's 2026 Mid-Year top 10, scoring 78.9. Its appearance also contrasts with Visual Capitalist's major-city ranking, which contains no European city in its top 10.
10. Zagreb, Croatia — Safety Index: 78.4
Zagreb rounds out the top 10 with a Safety Index score of 78.4. The Croatian capital is the second European city in Numbeo's top 10 for perceived safety in the 2026 Mid-Year ranking.
