TEMPO.CO, Jakarta - The Ministry of Interior of Saudi Arabia has announced penalties for individuals who violate the regulations during Hajj. Additionally, those who facilitate such violations will also be subject to penalties.
The Saudi Press Agency, as cited by Antara, stated on Monday that from April 29 to May 12, 2025, Saudi authorities will impose several sanctions on pilgrims found violating Hajj rules. These penalties include fines of up to 20,000 Saudi riyals, or around Rp89.5 million, which will be imposed on individuals found performing or attempting to perform the Hajj without a permit.
Fines will also be imposed on holders of all types of visit visas who attempt to enter or stay in the city of Mecca and the holy area during the specified period.
Secondly, fines will be imposed on individuals who apply for a visit visa for those performing or attempting to perform Hajj without a permit. Such violation is subject to fines of up to 100,000 Saudi riyals, or Rp447.4 million. This fine will be doubled for each individual involved and extends to those who transport visit visa holders to Mecca and the holy sites during the specified period.
Furthermore, those who accommodate or attempt to accommodate visit visa holders in various types of accommodations will also be penalized.
These accommodations include hotels, apartments, private homes, shelters, or pilgrim accommodation sites. The fine covers actions taken to conceal the presence of illegal hajj pilgrims or provide assistance enabling them to stay.
The fine will multiply for each individual sheltering, concealing, or assisting such individuals.
Thirdly, illegal infiltrators who attempt to perform the Hajj, whether they are residents or exceed the time limit of their stay, will be deported to their country of origin. They will be banned from entering Saudi Arabia for ten years.
Relevant courts will also be requested to confiscate land vehicles used to transport visit visa holders to Mecca and the holy sites during that period, if the vehicles are owned by the transporter, facilitator, or any accomplices.
