Fuel Shortage: Energy Minister Calls on Private Firms to Collaborate with Pertamina

TEMPO.CO, Jakarta - Indonesian Minister of Energy and Mineral Resources Bahlil Lahadalia said the government has given 10 percent more fuel import quota to private gas stations compared to last year. The statement came against the backdrop of fuel shortages at private-owned gas stations at recent times

"All private firms have received an additional 10 percent quota from the previous year. For example, if in 2024 they received 1 million kiloliters, in 2025, they received 1.1 million kiloliters. So, everyone has already received their share," Bahlil told reporters on Wednesday, September 17, 2025.

He called on private companies to partner with the state-owned oil giant Pertamina if they require more fuel supplies after the quota is fulfilled. "Why should it be Pertamina? Because Pertamina is the state representative. We cannot fully entrust the livelihood of the people to market mechanisms," Bahlil said.

The Golkar Party chair said the single-entry import mechanism for fuel through Pertamina is designed to maintain supply stability while protecting public interests. "If you need more, please go through Pertamina. The government has distributed 110 percent of the quota to the private sector, what's left is how they can synergize," he said.

He also ensured that the policy is not intended to crack down on private firms, but to balance business interests with public needs. "Everyone is free to do business, but supply availability for the livelihood of the people must be guaranteed," Bahlil said.

The Director General of Oil and Gas at the ministry, Laode Sulaeman, mentioned that the single-entry supply scheme through Pertamina is designed to address the scarcity of fuel that has occurred in several private gas stations since the end of August.

Laode emphasized that if Pertamina's stock is sufficient, the supply to private gas stations will be directly fulfilled from Pertamina's reserves. However, if not, imports will still be carried out through Pertamina as the main gateway. "Even for imports, it will remain through Pertamina. Single entry," he said.

Laode added that the government has actually upped the import quota for private gas stations by 10 percent this year. However, he said, the quota has been fulfilled due to the high demand for fuel at private gas stations.

Based on the calculations of the Energy and Mineral Resources Ministry, the high absorption of fuel at private gas stations is reflected in the shift of fuel consumption from Pertalite to non-subsidized fuel this year. This transition took up about 1.4 million kiloliters of fuel.

Nevertheless, Laode said the ministry has not yet confirmed whether the single-entry mechanism will be continued until 2026. "Let's focus first on addressing the conditions in 2025," he said.
