TEMPO.CO, Jakarta - Germany has reportedly hardened its stance on the return of migrants and intends to resume migrant transfers to Italy and Greece once the European Union Pact on Migration and Asylum comes into effect, the ANSA news agency reported on Monday.
As quoted by ANTARA, after the pact officially entered into force on June 12, a spokesperson for the German Interior Ministry told ANSA that the proper functioning of the Dublin system was an “absolute prerequisite” for the success of the Common European Asylum System. The spokesperson added that Berlin expects the transfer process to Italy and Greece to resume from that date.
Under the Dublin Regulation, asylum applications from non-EU migrants entering EU territory must, in principle, be processed in the first EU country of entry.
The new pact also introduces stricter rules regarding the secondary movement of migrants between EU member states. This issue has long been a source of tension between Italy and several countries, including Germany, Austria, and France.
Meanwhile, a source at the Italian Interior Ministry told ANSA that there were no "Dublin migrants" who needed to be readmitted from Germany.
According to the source, Italy considers the status of all migrants classified as "Dublin migrants"—those who moved to other EU member states after arriving in Italy before June 12—resolved under agreements reached with several countries.
The source also stated that it is too early to determine whether migrants who arrived in Italy after June 12 are currently in other EU countries, as the time elapsed is considered too short to confirm this.
Italy will argue that a "compensation" mechanism should be applied to migrants entering irregularly after June 12, taking into account those arriving on ships operated by European-flagged NGOs.
