TEMPO.CO, Jakarta - Finance Minister Purbaya Yudhi Sadewa still recalls his conversation with Lucian Despoiu, founder and Chief Executive Officer (CEO) of Majoritas, at the Finance Ministry office in Jakarta in mid-October 2025. Before Purbaya, the man from Bucharest, Romania’s capital, laid out the results of surveys conducted by his firm.
There were many surveys in Despoiu’s presentation. “He surveyed all the figures in Indonesia,” Purbaya said when met by Tempo at the House of Representatives building in Jakarta on Wednesday, February 18, 2026.
Purbaya said Despoiu had expressed interest in meeting him after the two crossed paths at the State Palace in the middle of last year. Purbaya did not object to a private discussion at the Finance Ministry. “He said he wanted to come to the office, so I met him,” he said.
Tempo reviewed several survey documents prepared by Despoiu and his team. The cover pages of the slides bore the stamp “Impactum Insight.” The link between Impactum and Despoiu was evident on LinkedIn, where Despoiu identified himself as CEO of Impactum Group in addition to CEO of Majoritas—an entity he described as a leading political consulting firm.
