TEMPO.CO, Jakarta - The Indonesian Ministry of Maritime Affairs and Fisheries has halted the illegal use of sea space in the form of reclamation for the construction of a jetty or pier on the coast of Ulu Sawa Village, South Konawe Regency, Southeast Sulawesi. PT GMS's jetty lacks the document of the Suitability for Utilization of Sea Space (PKKPRL).
Director General of Marine and Fisheries Resource Surveillance Pung Nugroho Saksono stated that the utilization of sea space activities must be stopped until PT GMS fulfills the requirements of PKKPRL. The temporary suspension of this project is effective from Thursday, September 25, 2025.
"We are temporarily stopping the reclamation and the utilization of the jetty for a special terminal, because the inspection results clearly show that the business entity does not have the PKKPRL permit document," he said in a statement quoted on Saturday, September 27, 2025.
The jetty is known to cover an area of 2,231 hectares. Based on PT GMS management's statement, the jetty is built to support the mining operations for nickel commodity production.
The head of Marine and Fisheries Resources Monitoring (PSDKP) Base Bitung Kurniawan explained that this activity is strongly suspected of violating Law No. 6 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law No. 2 of 2022 concerning Job Creation, as amended by Law No. 21 of 2021 concerning Spatial Planning Organization, and MMAF Ministerial Regulation No. 31 of 2021 concerning Administrative Sanctions in the Field of Marine and Fisheries.
Previously, Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono stated that the government has mapped out the business risk levels. This is in accordance with the business sector in Government Regulation 28/2025 concerning Risk-Based Business Licensing.
"Business players are required to comply with all provisions in accordance with the applicable regulations in business, for sustainability," said Trenggono.
